Cybercrimes are increasing in both scale and sophistication as a result of rapid digital transformation and the growing reliance on information technology across various aspects of life. This development has necessitated the intervention of the Omani legislator to establish a comprehensive legal framework that safeguards the rights and interests of individuals and institutions in the digital sphere.
In line with this approach, the Cybercrime Law was promulgated under Royal Decree No 61/2026, reflecting contemporary technological developments and providing the necessary legal mechanisms to address, criminalise and penalise unlawful acts in the digital environment.
The law represents a significant step toward strengthening cybersecurity, as its provisions have been expanded to include 62 legal articles addressing artificial intelligence and emerging technologies. These provisions contribute to a more comprehensive response to various forms of cybercrime, including the misuse of such technologies to manipulate images, video recordings and audio content with the intent to deceive or harm others.
The law also places particular emphasis on protecting personal data and digital evidence from tampering, alteration, or destruction, given their growing importance in electronic transactions and judicial proceedings. In addition, it addresses crimes related to digital identity theft, the creation and use of fake accounts for fraud, defamation and deception. Moreover, it criminalises certain forms of unlawful online content that threaten security or public order or incite hatred and violence.
The effectiveness of the law ultimately depends on a high level of public awareness in dealing with emerging cybercrimes, which continue to evolve alongside advancements in technology and artificial intelligence. Protecting one’s digital identity is a fundamental aspect of digital awareness and has become increasingly essential in light of cybercrimes such as identity theft and deep fakes.
Therefore, individuals should exercise caution and avoid excessive sharing of personal information, voice recordings, and images on social media platforms.
It is essential to remain vigilant against investment fraud and fraudulent digital currencies that are promoted through online platforms, where victims are often lured by promises of unrealistic returns. This underscores the importance of distinguishing between legitimate investment opportunities and fraudulent schemes.
At the same time, effective community cooperation through the prompt reporting of cybercrimes is crucial, as delays may enable offenders to conceal evidence. Such cooperation is particularly important in cases involving cyber extortion and online defamation, where perpetrators rely on psychological pressure and manipulation of their victims.
