ROP, NCSI top performers in digital transformation

The Government Digital Transformation Program (Tahawul) for 2021-2025 achieved a performance rate of 94 percent by the end of December 2025, compared to 73 percent by


the end of 2024.

The program’s annual performance report for 2025 indicated that the total number of priority government services whose procedures were simplified reached 3,166 services, representing 100 percent completion of the target.


Meanwhile, the percentage of priority basic services and automatic permits that were digitized reached 90 percent, amounting to 2,277 services out of the 2,523 services targeted for digitization by the end of 2025.

The report indicated that the average performance of government institutions in achieving the requirements of government digital transformation reached 85 percent until the end of December 2025, while the average performance of the governorates reached 80 percent.


13 institutions obtained an advanced level in measuring proficiency for digital transformation for the year 2025, and 36 institutions obtained an above-average level, while there is no institution at the average level, below average, or low level.

The report said that the government institutions that achieved the highest performance in digital excellence for the year 2025 are the Royal Oman Police (ROP), the National Centre for Statistics and Information (NCSI), the Oman Investment Authority (OIA), the Telecommunications Regulatory Authority (TRA), the Public Authority for Special Economic Zones and Free Zones (OPAZ), the Governorate of Muscat, the Small and Medium Enterprises Development Authority (RIYADA), the Ministry of Finance, the State Financial and Administrative Audit Institution, and the Oman Vision 2040 Implementation Follow-up Unit.

The report explained that the average satisfaction of beneficiaries with digital services reached 78 percent for 48 government institutions, compared to 77 percent at the end of 2024.


The number of digital transactions completed through the electronic payment gateway, Oman Net, reached 45, 850, 000 transactions during the period from January to September of 2025, compared to 31, 656.500 transactions during 2021.

The number of data records exchanged through the National Integration Platform since its launch in 2017 until the end of November 2025 amounted to more than 2.26 billion statements, while the number of requests for authentication of the digital user identity using different electronic authentication systems until the end of 2025 amounted to about 202, 924.900 requests, and the percentage of government institutions using electronic authentication as a means of authenticating access to websites and digital portals amounted to 74 percent.

The report highlighted the added value of implementing government digital transformation projects during the period 2021-2025, as the total cost of projects assigned to small and medium enterprises amounted to RO15, 287, 600, and the number of small and medium enterprises that were contracted to implement digital transformation projects and initiatives during the same period reached 251 institutions.

The total number of government digital systems, portals, and applications developed to provide services to beneficiaries in the Sultanate of Oman during the period 2021-2025 increased to 217, comprising 147 new digital systems and portals, 33 new mobile applications, and 37 government websites developed with a new digital experience.

The report addressed the central and shared digital projects and solutions that were launched during the past year, most notably the unified portal for government services, the national platform for proposals, complaints and reports, the national system for planning, evaluation and performance monitoring (Adaa), the national portal for open data, in addition to the case management platform, the notary public services documentation platform and other systems.

The report also highlighted the laws and legislation issued during the past year, namely: the issuance of the regulatory framework for government digital transformation, the issuance of the regulatory framework for national data governance and management, the issuance of the updated Electronic Transactions Law, in addition to the issuance of the general policy for the safe and ethical use of artificial intelligence systems, the policy for the integration of electronic systems for state administrative units, the open data policy, the national digital access policy, and the cloud computing policy.

Engineer Saeed bin Hamoud Al Maawali, Minister of Transport, Communications and Information Technology and General Supervisor of the National Government Digital Transformation Program (2021-2025), said, “The year 2025 represents a pivotal milestone in the journey of digital transformation in the Sultanate of Oman, as it is the last year of the first five-year plan of the “Transformation” program. It witnessed the completion of the transition phase from building regulatory frameworks and setting policies to the practical implementation of digital initiatives and projects on an institutional scale. This has been reflected in improving the efficiency of government performance, raising the quality of services, simplifying procedures, and enhancing levels of automation, which embodies the transformation of the strategic vision into a tangible operational reality.”
