Expat Resident Card to be valid for three years

Muscat: Lt.Gen Hassan bin Mohsen al Shraiqi, Inspector General of Police and Customs, issued a decision to amend the executive regulations of the Civil Status Law, allowing the issuance of the Identity Card and Resident Card within thirty days from the date of the person reaching the age of ten years (Omanis as well as the resident).


If the resident (above 10 years) is coming from outside the Sultanate, he/she will have to get the card within 30 days of the date of entering the country.


The card will be issued to both residents and citizens (below 10 years) as per the regulations set by the Director-General.


The decision 235/2021 amends some provisions of the executive regulations of the Civil Status Law issued by Royal Decree No. 66/99 and to the Executive Regulations of the Civil Status Law issued by Resolution 40/2007.


This decision shall be published in the Official Gazette and shall take effect from the day following the date of its publication.


Article (1) states that amendments will be made to the first paragraphs of Articles (19), (20), (and 21) of the Executive Regulations.


The first paragraph of Article (19)


The personal and residency card shall be issued within 30 days from the date of the person attaining the age of (10) ten years for the Omani and the resident, and from the date of entry of the resident to the Sultanate if his age is more than (10) ten years.


The card will be issued to those under the age of 10 years as per the regulations set by the Director-General.


Article (20)


To obtain the card, the presence of the person concerned is required, and exceptions will be made in certain cases.


To get a Civil ID, the person has to submit:


1. Original birth certificate.


2. The original ID card of the parents.


3- The letter of the competent authority for the person who has acquired the Omani nationality.


Resident Card:


1 - The original passport.


2 - A notification from the competent authority.


In case of renewal of the Resident Card, the documents (1,2) shall be attached with the original expired card.


In all cases, the card will be issued in the official dress for Omanis, and appropriate clothing for foreigners as per the rules set by the Director-General.


The Civil ID is valid for five years while the Resident card will be for a period not exceeding three years, from the date of issuance or renewal.


The owner of the card has to renew it within 30 days from the date of its expiry.


The fee for getting a new Civil card is RO5


The fee to renew a Civil ID is RO5.


To replace a damaged or lost Civil ID card - RO10


The fee for getting a new Resident Card is RO5 (for each year)


The fee to renew a Resident Card is RO5 (for each year).


To replace a damaged or lost Resident Card - RO20


The failure to get a Civil ID/Resident card - RO5 for each month.
