Under the auspices of Sayyid Hamoud bin Faisal al Busaidy, Minister of Interior, and in partnership with the Ministry of Interior, the Royal Academy of Management (RAM) will launch The Local Administration Forum: Decentralisation and Empowering Governorates – Prospects for Comprehensive and Sustainable Development on December 7-8.

The forum, which focuses on decentralisation and socio-economic advancement, will be attended by their highnesses, excellencies and senior officials from the public and private sectors in Oman.

In alignment with the strategic objectives of Oman Vision 2040, the forum recognises the pivotal role of governorates as partners in driving comprehensive development. It aims to strengthen the principles of decentralisation and local governance, explore ways to enhance their effective implementation and contribute to socio-economic development and sustainable growth across the governorates.

The forum’s agenda focuses on administrative and economic decentralisation; mechanisms for promoting local economic development; empowering governorates to create job opportunities and foster economic growth through local enablers and entrepreneurship; building national capacities; and enhancing the role of municipalities in effective local governance across Oman.

The event will feature panel discussions with leading local and international experts and speakers from within and outside the Sultanate of Oman. The programme also includes specialised workshops and highlights key local and global experiences in decentralisation and local administration.

The two-day forum will bring together more than 150 national leaders, including Their Highnesses, Excellencies, Governors, the heads of Muscat and Dhofar municipalities, and senior officials from sectors relevant to the forum’s themes.

Participants will also include members of municipal councils, directors-general of municipalities, administrative and financial affairs, planning and investment departments, and representatives from offices overseeing the implementation of Oman Vision 2040 in governorates and municipalities.

RAM continues to introduce high-impact programmes supporting decentralisation and local governance. The Academy previously launched the National Initiative for the Development of Local Administration, which includes the Governors Programme, the Walis Programme and the Municipal Councils Programme — all designed to strengthen governance capabilities, promote administrative and economic decentralisation and equip participants with best practices to support the development of governorates across Oman.
