KUALA LUMPUR: Omani researcher Ali bin Said al Kalbani successfully defended his doctoral dissertation in commercial law at Universiti Teknologi MARA (UiTM), Malaysia.
The dissertation, entitled “The Legal Framework for Protecting Investors’ Rights and Respecting Consumers’ Purchasing Power in Public-Private Partnership Agreements in the Sultanate of Oman: A Comparative Study with the United Kingdom and the People’s Republic of China,” examined the Sufficiency of the legal and institutional framework governing public-private partnership (PPP) agreements in the Sultanate of Oman. The study evaluated its effectiveness in safeguarding investors’ rights, protecting consumer purchasing power, strengthening the investment climate, and supporting sustainable development objectives.
Employing a comparative analytical legal methodology, the research was complemented by a field study involving interviews with specialists from government institutions, academia, and the private sector. It compared Oman’s PPP framework with those of the UK and China, both recognised as leading international models in the regulation and implementation of public-private partnerships.
The study offers recommendations aimed at enhancing Oman’s legislative and institutional framework for public-private partnerships, contributing to improved investment confidence, consumer protection, and the achievement of national development priorities.
