Local content for sustainable urban development in Muscat

Local content is the greatest value that can be retained in the local economy by the employment of local/ Omani workforce, local firms, the buying and use of local and in-country technology supported by the development of local and in-country suppliers, innovation, and investments that aid and develop the capacity of the local community.

Cities become more integrated to functions that drive economic development. As that happens, there’s an expectation on local authorities to deliver quality public services that also generate economic and social value. Local content provides an opportunity for public expenditure to build local structures and capacity, businesses, jobs, and tools for innovation. For Muscat Municipality, local content will be an opportunity to build a resilient and inclusive urban economy while working toward the strategic goals of Oman Vision 2040.


Local content is more than the buying of goods and services from suppliers in-country. Local content is the greatest value that can be retained in the local economy by the employment of local/ Omani workforce, local firms, the buying and use of local and in-country technology supported by the development of local and in-country suppliers, innovation, and investments that aid and develop the capacity of the local community. Almost all projects that a municipality undertakes (road construction, public parks, waste, management and smart city, and facility workings) can generate even more economic value and benefit beyond the service and infrastructural delivery.


Muscat Municipality’s immediate step should be to develop a Local Content Policy which resonates with the Municipality’s strategic objectives. This policy should set clear and measurable local content goals for procurement and contracting, workforce development, and local supplier engagement. This policy should also define local content goals for the Municipality and identify the key local/ economic sectors that would benefit from public expenditure in a synergistic manner.


Procurement provides the Municipality with the most valuable means of enforcing local content. Tender documents must specify sufficient local content criteria that would lead prospective contractors to hire Omani nationals, buy their supplies from local manufacturers, engage Omani SMEs, aid Omani SMEs in skill development, and provide Omani SMEs with capacity building. Proposed solutions must balance local content requirements with cost and quality.


Developing local suppliers is just as crucial. Muscat Municipality could create special initiatives for developing local suppliers who are Omani SMEs and help them improve in areas such as quality, safety, and project management. Frequent local supplier forums create positive lines of communication between the Municipality and local businesses. These forums will allow local suppliers to understand the Municipality's local content requirements and how best to fulfill them.


Human capital development must also constitute a cornerstone of the Municipality's local content strategies. Contracts should stipulate the local content of graduate recruitment and the provision of apprentices, interns, citizen trainees, and technicians. Strong partnerships with local universities and professional and vocational training providers will help ensure Omani citizens are the trained workforce and personnel that are employed.


Innovation is a key component to achieving sustainable local value. Muscat Municipality, by creating specific criteria for local content, can support contractors in creating local solutions by purchasing from Omani SMEs for innovative content and services for smart city solutions.


Successful Local Content implementation relies on successful governance. The Municipality is encouraged to establish a Local Content Unit. This Unit would be responsible for stakeholder engagement, policy implementation, contract monitoring, and performance reporting. Local Content Management Systems could be digitized to manage contractor records, monitor KPIs, validate reported results, and create dashboards to assist management in their decision-making with supporting evidence.


Performance evaluation should not be limited to expenditure. Allocating resources to Omani Companies, spending on Omani SMEs/Companies, the level of Omani employment created, the hours of training given/delivered, Supplier Development Programmes, Technology Transfer, and Social Investment measurement would all be relevant. Independent verification measures would further improve accountability by ensuring that reported results do create an economic impact.


Successful implementation requires collaboration with national stakeholders. These include the Authority for Public Services Regulation, the National Local Content Office, the Ministry of Economy, and both education providers and private sector stakeholders. Such relationships would help to develop standards and create a consistent local content ecosystem across Oman.


Ultimately, Muscat Municipality can become a national leader in municipal local content implementation. By embedding local content into governance, procurement, project delivery, and performance management, the Municipality can transform public spending into a catalyst for economic diversification, employment, innovation, and sustainable development. In doing so, it will not only deliver better municipal services but also contribute meaningfully to strengthening Oman's national economy and realizing the aspirations of Oman Vision 2040.
