In a move to enhance transparency and regulate charitable activities, the Ministry of Social Development (MoSD) seized 67 unlicensed fundraising operations across various governorates in 2025, with a combined value of approximately RO 30,000.


Muscat Governorate recorded the highest number of cases at 20, while Al Sharqiyah South reported none.


Hamoud bin Mardad al Shabibi, Adviser to the Minister for Planning and Acting Director-General of Voluntary Work and Civil Society Organisations, emphasised the importance of verifying the legitimacy of donation campaigns to protect donors from fraud and ensure contributions reach their intended recipients.


He highlighted that proper channels, licensed by the ministry, safeguard charitable funds, uphold integrity and minimise illegal practices.


The ministry regulates public fundraising under Ministerial Decision No 336/2024, restricting licensing to authorised entities such as non-profits, social development committees, and officially licensed volunteer teams. Donations must comply with transparency and accountability standards, ensuring all contributions are secure and effectively directed.


To further streamline charitable work, the ministry manages the Jood Charity Platform, comprising 64 volunteer teams, 31 charitable societies and five endowment institutions.


The platform facilitates secure digital donations, provides accurate financial data, and allows donors to track campaigns by licensed entities. Since its launch, it has attracted over 344,000 donors and raised more than RO 4 million, reinforcing trust and ensuring aid reaches those in need efficiently.


The ministry urges the public to donate through official channels to maintain the integrity of charitable work and strengthen community trust in humanitarian initiatives.
