Oman, Rwanda sign four strategic cooperation deals

MUSCAT: The Sultanate of Oman and the Republic of Rwanda have signed four cooperation agreements and programmes aimed at deepening bilateral ties and broadening joint collaboration across priority sectors, including logistics, land ports, supply chains, data centres, cloud computing, digital infrastructure, artificial intelligence and air connectivity.


The first agreement focuses on cooperation in logistics services, the development and operation of land ports (dry ports) and supply chain-related services. It is designed to enhance logistical integration between the two countries, promote the exchange of expertise and support capacity-building in a sector considered vital to trade facilitation and economic diversification.


The second agreement targets cooperation in data centres, cloud computing, infrastructure and artificial intelligence projects and services. It aims to strengthen partnerships in advanced digital fields through skills development, knowledge-sharing and joint capacity-building, while also supporting the formulation and development of relevant policies and legislation.


The third agreement relates to enhancing air connectivity between the two countries through the launch of direct Oman Air flights between Muscat and Kigali. This step is expected to ease travel, stimulate trade and tourism flows; and strengthen links between Oman and the African continent. Flights are scheduled to commence at a frequency of two services per week from June 2026, subject to regulatory approvals.


The fourth agreement comprises a memorandum of understanding between the Rwanda Development Board and Oman Airports for Airport Management. The MoU seeks to enhance cooperation in airport development and management, facilitate the exchange of operational expertise and explore joint investment opportunities in aviation and related infrastructure.


Eng Said bin Hamoud al Maawali, Minister of Transport, Communications and Information Technology, said the agreements align with Oman’s strategic objective of expanding international partnerships in transport, logistics and information; and communications technology, with a particular focus on East Africa.


He stressed that cooperation with Rwanda will strengthen collaboration in land transport, dry ports, airport ground handling and investment exchange, noting that the launch of direct Oman Air flights will open new avenues for bilateral cooperation.


Al Maawali added that the agreements also create significant opportunities for exchanging knowledge and capabilities in digital government and data centre development.


The agreements underscore the strength of Oman–Rwanda relations and reflect a shared commitment to expanding economic and technical cooperation in support of sustainable development, regional integration and stronger Middle East–Africa partnerships in priority sectors. — ONA
