Royal Decree on mandatory premarital medical examination

Muscat: His Majesty Sultan Haitham bin Tarik on Wednesday issued Royal decree No 111/2025 on Regulation of Premarital Medical Examination.

Article (1) states that every Omani wishing to marry—even if the other party is non-Omani—must undergo a medical examination, along with the other party, prior to the conclusion of the marriage contract, whether the contract is concluded inside or outside the Sultanate of Oman. This shall be in accordance with the regulations and procedures to be issued by a decision from the Minister of Health.

Article (2) instructs the health institution to conduct the premarital medical examination in accordance with scientific and technical standards. It must notify both parties intending to marry of the result of each party's examination and provide the necessary medical counseling if required in light of the medical examination results. It is prohibited to disclose the examination results to any third party.

Article (3) says that the health institution shall issue to the parties intending to marry a certificate proving they have undergone the medical examination stipulated in Article 2 of this decree, in accordance with the regulations and procedures to be issued by a decision from the Minister of Health.

Article (4) stipulates that the marriage officiants must not conclude the marriage contract until the two parties to the contract have presented the certificate stipulated in Article 3 of this decree.

Article (5) states that anyone who violates the provisions of this decree shall be punished by imprisonment for a period of no less than ten (10) days and not exceeding six (6) months, and/or by a fine of no less than RO 100 and not exceeding RO 1000.

Article (6) cancels all that contradicts this decree or contravenes its provisions.

Article (7) says that this decree shall be published in the Official Gazette and enforced from January 1, 2026.
