

MUSCAT: An awareness workshop on the Law on the Rights of Persons with Disabilities was held at the National Autism Centre, under the patronage of the Ministry of Social Development. The workshop aimed to raise awareness about the new law, explain its main features, and highlight its role in protecting and empowering persons with disabilities.
During the workshop, it was confirmed that the law applies to Omani and non-Omani residents in Oman, reflecting Oman’s commitment to inclusiveness and the protection of rights without discrimination.
The law also provides for the establishment of a National Register for Persons with Disabilities, which will help organise data and improve access to services. Registration will be mandatory, and an official card will be issued to registered persons with disabilities to be used in official dealings.
Amal al Kalbani, Head of the Family and Child Cases Department, said that the law provides clear legal and criminal protection for persons with disabilities. She noted that the Public Prosecution ensures respect for their dignity and privacy during investigations, including the use of sign language interpreters, social workers and psychologists when needed.
Zayana al Ya’arabi, Director of Qualitative Activities at the Ministry of Culture, Sports and Youth, said the law represents a major shift, as its implementation is now mandatory for all institutions. She stressed the importance of preparing facilities and staff and supporting the empowerment of persons with disabilities, especially in sports and community activities. The workshop aims to strengthen public awareness of the law and promote shared responsibility in supporting the rights and inclusion of persons with disabilities.
The workshop was delivered by Hamoud bin Mirdad al Shubaibi, Adviser to the Minister of Social Development for Planning, and Dr Ali bin Hamad al Adawi, Adviser at the Ministry of Justice and Legal Affairs. The programme was divided into two main sessions.
The first session focused on introducing the law and its general provisions, as well as the rights of persons with disabilities. These rights include civil, educational, health, social, cultural, sports and economic rights, in addition to the right to work. The law aims to ensure equality and equal opportunities for persons with disabilities in all areas of life.
The second session addressed the rehabilitation of persons with disabilities and the role of the National Committee for Persons with Disabilities. The committee is responsible for preparing the general plan for persons with disabilities, developing national strategies and programmes, improving service levels, and supporting awareness and prevention efforts. The session also reviewed the penalties stated in the law for violations.
Speakers explained that one of the main reasons for issuing the new law is that the previous law was not aligned with the UN Convention on the Rights of Persons with Disabilities, as it was issued before Oman joined the convention. The old law included only 22 articles, while the new law includes 77 articles. The new law also addresses gaps in the previous legislation and reflects a shift from a care-based approach to a modern development-based approach focused on empowerment, partnership, equality and inclusion.
