Oman introduces early retirement for persons with disabilities

MUSCAT: The new Social Protection Law in Oman has taken a significant step towards inclusivity by extending early retirement options to persons with disabilities, reflecting the country’s commitment to social justice and human-centred policies.


In an exclusive interview, Shamsa al Tamimi, Director of Medical Affairs at the Social Protection Fund, emphasised that the move provides stability and dignity to persons with disabilities and their families, offering financial security while acknowledging their unique challenges.


The decision is driven by humanitarian considerations and aligns with international conventions on the rights of persons with disabilities and Oman Vision 2040, which emphasises well-being and empowerment across all segments of society.


Under the new provisions, insured persons with severe disabilities can retire at age 50 without deductions if they have completed at least 15 years of service during their period of disability, ten years earlier than the standard retirement age. Early retirement at 45 with proportional deductions is also available, subject to the same service requirement.


Eligible conditions include Autism Spectrum Disorder, Down syndrome, intellectual disability (IQ below 70), severe visual or hearing impairment, and severe physical disability, verified via a 'Person with Disability' card from the Ministry of Social Development.


Al Tamimi noted that the policy aims to enhance the quality of life, allowing beneficiaries to focus on healthcare, rehabilitation, or family responsibilities while encouraging community engagement and volunteerism. Families also gain stability and economic security, helping them better manage daily life.


Regarding labour market impact, she added that the move is expected to be positive, creating space for young job-seekers while allowing persons with disabilities to retire with dignity. Civil society and NGOs will support awareness campaigns, assist with applications, provide post-retirement services and monitor policy effectiveness to ensure broad access.


The decision has received widespread acclaim in Oman, recognised as a tangible expression of national and humanitarian values. To ensure financial sustainability, the Social Protection Fund will rely on diversified investments, regular actuarial reviews, and careful integration of new beneficiaries, maintaining a balance between coverage and fiscal responsibility.


Applications for early retirement opened on September 1 through the Fund’s service outlets, with eligibility verification and pension approval processes in place.


“Justice is incomplete unless it includes everyone, and human dignity should never be conditional on ability. Persons with disabilities are an integral part of this nation, and the social protection system has been designed with them, and for them,” Al Tamimi concluded.
