'Training' schools for motorbike riders to be allowed in Oman

Muscat: Lieutenant General Hassan bin Mohsen al Shraiqi, Inspector General of Police and Customs, has revised some provisions of the executive regulations of the Traffic Law issued by Royal Decree No 93/28 and the executive regulations of the Traffic Law issued by decision 98/23.


This decision will be published in the Official Gazette and will come into effect the day following its publication.


A new chapter, dedicated to schools for motorbike riders, will be added to Chapter Four of the Executive Regulations of the Traffic Law.


The following prerequisites are necessary for obtaining a license to establish a motorbike riding school:


Submitting a request to the administration using the provided form.


The applicant must be of Omani nationality, possess good moral character, and have no prior convictions.


The driving school area should not be less than 2,500 sqm, and a drawing of the school building approved by the competent authority must be attached to the application.


The school must provide licensed bikes for teaching and testing with engine power ranging from 150 to 250 cc, meeting the technical specifications determined by the administration.


Suitable halls must be provided for implementing training programs for driving instruction.


The curriculum for motorbike riding must be approved by the Traffic Safety Institute.


The person licensed to establish a motorbike education school must adhere to the following:


Contracting with Omani instructors for driving instruction and notifying the administration promptly upon contracting.


Concluding a contract with each trainee.


Issue a certificate of completion of the education course to the trainee after training.


Displaying a driving education plate issued by the administration and registered in the name of the school on bicycles.


Ensuring bikes are solely used for educational purposes.


Providing helmets equipped with Bluetooth headsets for communication between the trainer and the trainee during instruction.


Conducting specialized courses for trainees in bicycle mechanics by an Omani national holding a certificate approved by competent authorities.


Delivering lectures to trainees on traffic law provisions and first aid principles.


The motorbike riding school license is valid for five years and subject to renewal for similar periods upon payment of prescribed fees.


The following prerequisites apply to motorbike riding instructors:


Possession of a motorbike driving license issued three years prior.


Completion of a motorbike riding education course from the Traffic Safety Institute.


No prior felony convictions or penalties for crimes involving dishonesty, unless rehabilitated.


Fitness, good health, and familiarity with computer usage.


No history of driving under the influence of alcohol, drugs, or any other impairing substances in the three years preceding the license application.


Both the bike-riding instructor and trainee must adhere to the following:


Riding solo on a driving education bike (both riders should be not accompanied by anyone while learning)


Wear a helmet, gloves, pants, and bicycle shoes.


Wearing a fluorescent, reflective vest.


Applying a reflective phosphorescent sticker to the bike as per specified requirements.


Teaching driving to relatives up to the second degree, provided they possess a bicycle driving license, following management's regulations and procedures.


The licensee is prohibited from:


Educating individuals under 18 years of age.


Using unlicensed bicycles for driving instruction.


Using bicycles for instruction that are over five years old since their manufacture.


Conducting driving instruction between 10 pm and 6 am.


Teaching driving on congested roads or in densely populated areas.


Fees


For new permits or renewal of the license of school - RO5 (For five years)


Replacing for a lost/damaged permit - RO1


Issuance of a bicycle driving license plate - RO3


Replace a lost/damaged bike driving license plate - RO3 each


Issuing a private/commercial bicycle driving plate - RO3 each


Replace a lost/damaged private commercial bike license plate - RO3 each
