Online validation of rental contracts from tomorrow

Muscat Municipality will launch the first phase of online validation of rental contracts on Thursday.


During the first phase, the e-certification will be limited to new residential rental contracts as part of the efforts to regulate the relationship between the landlord and the tenant.


The service will cover all segments of society, except for some government agencies, which will continue to follow conventional procedures.

The municipality said that validating rental contracts is important to preserve the rights of both the owner and the tenant as per the legal framework.


A landlord is obligated to enable the tenant to benefit from a specific facility for a specific period in exchange for a known fee.


Validating the lease contract will reduce the chance of disputes and problems between the two parties.


Digitally certified lease contracts can be accepted as official documents that are recognized by various authorities, including the judicial authority, and are consistent with the requirements of facilitating litigation procedures in the courts.


The lease contract validation will help the municipality register the tenant’s data and establish a system of tax compliance.


The landlord is bound to register the agreement with Muscat Municipality and pay the fixed tax, the tenant agrees to pay electricity and water bills, sewerage service charges and any other fees/charges that should be borne by him.


The contract comes into effect from the date of handing over of the leased property to the tenant till the date of returning the leased property by the landlord unless mutually agreed in writing.


Meanwhile, the Municipal Council discussed the Unified System Project, which will help create a roadmap for the governorates to develop smart cities in line with Oman Vision 2040 using modern technologies.


The Unified Municipal System Project was launched in April and the first phase focused on studying the current situation of municipalities and preparing the future vision for municipal sector services.


The committee in charge of the project is currently working on issuing a tender brochure for implementing the Unified Municipal System Project before its launch in February.
