State Council approves draft law on water resources

MUSCAT: The State Council on Wednesday approved the draft water and sanitary drainage sector regulatory law referred to it from the Council of Ministers, in preparation for referring it to His Majesty.


The State Council also approved a study conducted by the Economic Committee on the governance of water resources in the Sultanate of Oman.


At the opening of the sixth session of the fourth annual sitting, Shaikh Abdulmalik bin Abdullah al Khalili, Chairman of the State Council, stressed that the ongoing seventh term witnessed many legislative achievements as well as valuable studies and proposals in various fields.

The Chairman of the State Council touched on the agenda of the session, which saw elaborate deliberations and several proposals by the council members.


The chairman commended the many achievements made during the current term which, he said, was a valuable addition to what has already been accomplished in previous terms.


The Economic Committee reviewed the general framework of the draft water and sanitary drainage sector regulatory law. Shaikh Mohammed bin Abdullah al Harthy, head of the committee, said: “Within the framework of the restructuring of the various state institutions and sectors that the Sultanate of Oman witnessed during the second half of the year 2020, the restructuring of the water and sanitary drainage sector pursuant to Royal Decree 131/2020 regarding the water and sanitary drainage sector. As a complementation of this decree, the draft water and sanitary drainage sector regulatory law was referred to the State Council from Majlis Ash’shura on January 18, this year and was then referred to the Economic Committee to express its observations on the draft law.

The meeting witnessed a discussion on the study submitted by the Economic Committee on the governance of water resources in the Sultanate of Oman. Shaikh Mohammed bin Abdullah al Harthy, head of the economic committee, said the study comes within the framework of the optimal utilization of financial resources in the Sultanate of Oman. A series of regulatory, legislative and administrative measures were taken which include the restructuring of the water sector and water demand management policies, and economic and legal controls were adopted to achieve this goal.
