New guidelines for private surveys, polls in Oman

Muscat: The National Center for Statistics and Information (NCSI) issued a decision on 9/2023 defining the provisions of the Statistics and Information Law.


The decision allows the center to provide special statistical services for prescribed fees, including the provision of unpublished data and information, statistical advisory services, and statistical training programs.


The fees for services provided by the center will be RO5,000 for conducting an electronic survey, RO30,000 for preparing a statistical study or report and analyzing data, and RO20,000 for executing surveys with a sample of more than 1,600 people.


The regulation prohibits individuals and non-governmental entities from conducting any survey or poll except after obtaining a statistical license.


The regulation excludes a number of categories from obtaining a license, but still needs to have approval from the center, provided the purpose of conducting the statistical activity is scientific or academic.


Universities and colleges, Omani institutes, schools, academics, and students studying inside and outside the Sultanate of Oman are exempted from having a license.


The regulation specified the obligations of the person in charge of statistical activities, as well as 11 obligations, including performing the statistical activity professionally and impartially, and not disclosing or giving data or information to any party except in the cases specified in the law.


The regulation prohibits non-governmental entities from providing international and regional organizations and bodies with statistical data or information except after obtaining the center's approval.


The decision lists 15 classifications of official statistics, which can be accessed on the payment of fees.
