MUSCAT, OCT 2
China Eleventh Chemical Construction Company SPC has secured two construction packages for Oman's 890 MW Duqm Independent Power Project, as contractors expand work on the $910 million gas-fired power plant.
A procurement result published on September 28 shows the Chinese contractor was selected for Package H of the civil works under the Duqm 890 MW combined-cycle gas turbine EPC project.
The procurement and evaluation process has been completed and the successful contractor selected, according to the award notice issued by Power Construction Corporation of China Ltd's Oman branch. The value of the package was not disclosed.
A second award published on September 30 named China Eleventh Chemical Construction for work covering temporary material warehousing and office facilities at the project site.
The package also includes ground works, monitoring and lighting installations. Its value was also not disclosed. The notice identifies Coastal Power SAOC as the project owner and places the site in the Special Economic Zone at Duqm, around 10 km from the Port of Duqm.
The two awards provide a fresh indication of activity within the project's construction programme after Coastal Power formally launched work on the power station in September.
The Observer reported on September 5 that Coastal Power SAOC had begun construction of the plant, which is being developed by a consortium comprising Korea Western Power, Qatar's Nebras Energy, the UAE's Etihad Water and Electricity and Oman's Bahwan Infrastructure Services.
Nama Power and Water Procurement Company awarded the independent power project earlier this year as Oman moves to add firm generation capacity alongside the rapid expansion of renewable electricity.
The main EPC work involves China's SEPCOIII, part of PowerChina, and South Korea's Doosan Enerbility. Doosan disclosed in June that its portion of the EPC contract was worth about KRW530 billion, equivalent at the time to around $385 million, with completion scheduled for 2029.
The plant will use a 2x1 combined-cycle configuration comprising two gas turbines, two heat-recovery steam generators, one steam turbine generator and an air-cooled condenser system, according to project procurement documents.
China Eleventh Chemical Construction is not new to Duqm. The company lists the Duqm Refinery among its international projects, where it worked from 2019, giving the contractor previous experience in the industrial zone.
The new power plant is intended to support rising electricity requirements in Duqm as investment expands across refining, manufacturing, logistics and other energy-intensive industries.
The latest subcontract awards also show the project moving beyond its main EPC arrangements into the individual civil, electrical and site-support packages required for construction ahead of planned commercial operation in 2029.
