

The health sector is not merely a social service sector; it is one of the most important economic, investment and social sectors, directly contributing to quality of life, human well-being, productivity and economic diversification.
Medical tourism represents a significant opportunity within this sector. It extends beyond hospitals and medical centres to encompass pharmaceuticals and pharmacies, hotels and hospitality, transportation, tourism and travel, insurance and financial services, rehabilitation, wellness, spa and other supporting services.
Therefore, medical tourism should be viewed as an integrated economic ecosystem rather than a stand-alone healthcare activity. It connects more than six major economic sectors and creates a multiplier effect across the wider economy.
Its development can generate new investment opportunities, attract international patients and investors, create skilled employment, increase tourism expenditure and strengthen the contribution of the health and related sectors to Oman’s GDP.
In recognition of this opportunity, the Oman Chamber of Commerce and Industry (OCCI), represented by its Health Committee, is working towards developing an integrated action plan to establish the foundations and infrastructure required to support the growth of medical tourism in Oman.
The objective is to create a stronger ecosystem that brings together government institutions, private healthcare providers, investors, insurance companies, hospitality and tourism operators, transportation providers, pharmaceutical companies, financial institutions and other relevant stakeholders.
This approach is fully aligned with the objectives of Oman Vision 2040, particularly economic diversification, private-sector development, investment attraction and the development of high-value sectors.
The successful development of medical tourism requires a strong and structured public-private partnership (PPP) model. The government can provide the appropriate regulatory framework, infrastructure, incentives, investment facilitation, accreditation and quality standards, while the private sector can contribute capital, technology, management expertise, innovation and international networks.
Such a partnership can transform Oman’s natural advantages, strategic geographical location, healthcare capabilities, hospitality infrastructure and quality of life into a competitive regional medical tourism destination.
Oman has the opportunity to develop an integrated destination combining medical treatment, rehabilitation, wellness, relaxation, tourism and hospitality.
This could create a new investment platform connecting healthcare with tourism and other economic sectors, while supporting SMEs and creating opportunities for both domestic and international investors.
The objective should therefore not simply be to attract patients to Oman, but to build a sustainable medical tourism ecosystem capable of attracting patients, investors, healthcare professionals, technology providers, hospitality operators, insurers and international strategic partners.
The next stage should focus on developing a clear National Medical Tourism Roadmap for Oman, supported by appropriate legislation, infrastructure, investment incentives, international accreditation, insurance solutions, digital health services and effective public-private partnerships.
With the right strategy and coordinated efforts, Oman can position itself as a regional and international hub for medical tourism, healthcare, wellness, rehabilitation and related investment, contributing to economic diversification and increasing the non-oil contribution to GDP.
Medical tourism is therefore not only about healthcare—it is about building a new integrated economic ecosystem for Oman.
