Oman to award contracts up to RO5,000 to freelancers

MUSCAT: The Ministry of Finance has directed all ministries, government units, public authorities and institutions to award certain specialised works and services valued at no more than RO5,000 to independent, unemployed Omani freelancers.

The directive was issued through Financial Circular No. 1 of 2026 and applies in accordance with the regulatory framework outlined in the guide for contracting with freelancers in the Sultanate of Oman, approved by the National Employment Programme.

The circular was issued based on a decision by the Financial and Economic Committee of the Council of Ministers.

The ministry called on all ministries, government units, public authorities and institutions to comply with the directive while observing the provisions and rules stipulated in the relevant laws and regulations.
