HM issues ten Royal Decrees

Muscat: His Majesty Sultan Haitham bin Tarik today issued 10 Royal Decrees reading as follows:

Royal Decree No (67/2026) promulgates the Law on Combating Narcotic Drugs and Psychotropic Substances.

Article (1) stipulates that the provisions of the Law on Combating Narcotic Drugs and Psychotropic Substances attached to this decree shall be enforced.

Article (2) states that the Minister of Health shall issue the executive regulations of the attached law and the decisions necessary for implementing its provisions Until such regulations and decisions are issued, the existing regulations and decisions shall remain in force to the extent that they do not contradict its provisions.

Article (3) cancels the aforementioned Law on Combating Narcotic Drugs and Psychotropic Substances and all that contradicts or contravenes the attached law.

Article (4) says that this decree shall be published in the Official Gazette and enforced from the day following its publication.

Royal Decree No (68/2026) amends some provisions of the Personal Data Protection Law.

Article (1) stipulates that the amendments attached to this decree shall be made to the aforementioned Personal Data Protection Law.

Article (2) cancels all that contradicts or contravenes the attached amendments.

Article (3) says that this decree shall be published in the Official Gazette and enforced from the day following its publication.

Royal Decree No (69/2026) amends some provisions of the Mineral Wealth Law.

Article (1) stipulates that the amendments attached to this decree shall be made to the aforementioned Mineral Wealth Law.

Article (2) states that licences issued before the enforcement of the attached amendments shall remain valid until their expiry Renewal of these licences and consideration of licence applications submitted before the enforcement of the attached amendments shall be carried out in accordance with the procedures and regulations stipulated therein.

Article (3) cancels all that contradicts or contravenes the attached amendments.

Article (4) says that this decree shall be published in the Official Gazette and enforced from the day following its publication.

Royal Decree No (70/2026) provides for the application of the unified law (regulation) on the management of plant genetic resources for food and agriculture of the Gulf Cooperation Council (GCC) countries.

Article (1) stipulates that the provisions of the unified law (regulation) on the management of plant genetic resources for food and agriculture of the GCC countries attached to this decree shall be enforced.

Article (2) cancels all that contradicts or contravenes the attached law (regulation).

Article (3) says that this decree shall be published in the Official Gazette and enforced from the day following its publication.

Royal Decree No (71/2026) conducts transfers and appointments in the Diplomatic Corps.

Article (1) transfers the following to the General Diwan of the Foreign Ministry:

1- Ambassador Shaikh Al Abbas bin Ibrahim bin Hamad al Harthy, the Sultanate’s Ambassador to Malaysia.

2- Ambassador Yusuf bin Ahmed bin Hamad al Jabri, the Sultanate’s Ambassador to the Republic of Austria.

3- Ambassador Dr Mohammed bin Said bin Khalifa al Busaidi, the Sultanate’s Ambassador to Japan.

4- Ambassador Dr Saleh bin Amer bin Harith al Kharousi, the Sultanate’s Ambassador to the State of Kuwait.

5- Ambassador Sayyid Turki bin Mahmoud bin Ali al Busaidi, the Sultanate’s Ambassador to the Syrian Arab Republic.

Article (2) transfers Mohammed bin Abdullah bin Saleh al Bahrani, the Sultanate’s Ambassador to the Republic of Kazakhstan, and appoints him as the Sultanate’s extraordinary and plenipotentiary Ambassador to the Republic of Iraq.

Article (3) appoints the following:

1- Ambassador Shaikh Nasser bin Sulaiman bin Hamad al Harthy as the Sultanate’s extraordinary and plenipotentiary Ambassador to the Republic of Belarus.

2- Ambassador Faisal bin Omar bin Said al Marhoon as the Sultanate’s extraordinary and plenipotentiary Ambassador to the Syrian Arab Republic.

Article (4) grants the title of Ambassador to the following and appoints them as the Sultanate’s extraordinary and plenipotentiary Ambassadors:

1- Plenipotentiary Minister Ali bin Ahmed bin Salem al Shanfari to the State of Kuwait.

2- Plenipotentiary Minister Anwar bin Ahmed bin Mohammed Maqbil to the People’s Republic of China.

3- Plenipotentiary Minister Yaqub bin Badr bin Ali al Ruqaishi to the Republic of Sudan.

4- Plenipotentiary Minister Salem bin Habib bin Salam al Amiri to the Republic of Somalia.

5- Plenipotentiary Minister Salem bin Saud bin Salem al Habsi to the Republic of Austria.

6- Plenipotentiary Minister Rashid bin Ali bin Humaid al Badi to the Republic of Senegal.

7- Adviser Eng Hatem bin Hilal bin Ali al Yaqubi to Malaysia.

8- Adviser Asila bint Nasser bin Zaid al Kiyumi to Japan.

9- Adviser Shaikh Dr Salah bin Salem bin Ali Jaaboub to the Republic of Kazakhstan.

Article (5) says that this decree shall be published in the Official Gazette and enforced from its date of issue.

Royal Decree No (72/2026) appoints Talal bin Sulaiman bin Habib al Rahbi, the Sultanate’s Ambassador to the United States of America, as the Sultanate’s extraordinary and plenipotentiary Ambassador, non-resident, to the United Mexican States, Canada, the Republic of Cuba and the Dominican Republic.

Royal Decree No (73/2026) appoints Abdullah bin Nasser bin Muslim al Rahbi, the Sultanate’s Ambassador to the Arab Republic of Egypt, as the Sultanate’s extraordinary and plenipotentiary Ambassador, non-resident, to the Republic of Angola.

Royal Decree No (74/2026) appoints Khalid bin Salem bin Ahmed Bamakhlaf, the Sultanate’s Ambassador to the Kingdom of Morocco, as the Sultanate’s extraordinary and plenipotentiary Ambassador to the Republic of Benin and the Republic of Sierra Leone.

Royal Decree No (75/2026) ratifies the Agreement on the development of railway connectivity between the Government of the Sultanate of Oman and the Government of the United Arab Emirates.

Royal Decree No (76/2026) confers public utility status on the project for the construction of a rainwater drainage system for areas adjacent to Al Baraka Palace.
