By bringing together manufacturers, suppliers, research and development institutions, logistics providers, and supporting entities within an integrated ecosystem, industrial clusters create economic value through collaboration, knowledge sharing, integration across production stages, and economies of scale.
In Oman, the development of industrial clusters represents a strategic pillar of the Oman Industrial Strategy 2040, which aims to enhance the competitiveness of the industrial sector, diversify the national economy, increase local value addition, and connect Omani industries with regional and global value chains. Through investments in industrial infrastructure, logistics, innovation, and human capital development, Oman is moving towards building integrated industrial ecosystems that support the growth of advanced and value-added industries.
The Ministry of Commerce, Industry and Investment Promotion places increasing emphasis on establishing specialized industrial clusters as an advanced model for industrial integration and localization of value chains. This approach supports the development of a diversified production base, enhances industrial competitiveness, and strengthens the integration between basic industries and downstream manufacturing activities.
These clusters contribute to improving production efficiency, reducing operational costs, attracting domestic and foreign investment, encouraging innovation and technology transfer, and creating high-quality employment opportunities for national talent.
Oman has developed several existing and emerging industrial clusters. Sohar has become a successful model of industrial integration, benefiting from its world-class port, advanced infrastructure, and strategic location. The area has evolved into a major hub for metals, petrochemicals, and related downstream manufacturing industries. One of the key success stories is Lada’in Park in Sohar, an integrated plastics industrial cluster that strengthens the connection between petrochemical industries and downstream plastic manufacturing, covering different stages of the value chain from raw materials to final plastic products. This supports the growth of value-added industries and creates new investment opportunities in the plastics sector.
The Downstream Aluminium Industries Cluster represents another important model for maximizing the value of industrial resources. It aims to move beyond primary aluminium production towards developing advanced downstream manufacturing industries, including semi-finished and finished aluminium products. This contributes to increasing local value addition, developing supply chains, and creating new investment opportunities in aluminium-related industries.
As part of Oman’s transition towards a green economy and future industries, work is underway to develop a Renewable Energy Technologies and Equipment Industrial Cluster in Sohar Freezone. The cluster aims to support the manufacturing of solar energy components, clean energy technologies, and hydrogen-related equipment, strengthening the integration between the industrial sector and renewable energy development while supporting Oman’s energy transition and sustainability objectives.
In the Special Economic Zone at Duqm, industrial development is progressing rapidly, positioning the area as a strategic hub for petrochemicals, mining and mineral processing, green hydrogen, renewable energy, and logistics. The zone’s strategic location and investment potential provide a strong foundation for attracting industrial investments. Duqm has also witnessed the development of a Fisheries Industrial Cluster, aimed at enhancing the value addition of fisheries resources, supporting related processing industries, and expanding export opportunities.
In Khazaen Economic City, specialized industrial clusters are being developed, including the Food and Medical Industries Cluster, which contributes to strengthening food and pharmaceutical security, supporting related industries, and attracting investments in vital sectors.
Future plans also include the development of strategic industrial projects such as the Green Steel and Iron Industries Cluster and the Petrochemical Industries Cluster in Duqm, in addition to supporting light industries, food industries, and packaging activities in industrial areas such as Barka, Samayil, and Nizwa.
Industrial clusters generate significant economic benefits, including higher productivity, reduced production and logistics costs, accelerated technology transfer, and enhanced innovation through partnerships between industry, universities, and research institutions. They also strengthen Oman’s attractiveness as an investment destination by providing integrated industrial ecosystems supported by modern infrastructure, enabling services, skilled human capital, and access to regional and global markets.
Looking ahead, Oman has significant opportunities to further enhance the role of industrial clusters by expanding research and development programs, accelerating digital transformation and Industry 4.0 applications, integrating small and medium enterprises into industrial value chains, developing national skills, and attracting investments in advanced manufacturing sectors.
As global industries move towards sustainable manufacturing, circular economy models, and digital transformation, industrial clusters have become a strategic tool for enhancing the competitiveness of national industries. Through the implementation of the Oman Industrial Strategy 2040, Oman continues to develop integrated industrial ecosystems that promote innovation, improve productivity, enhance exports, and create sustainable economic value, contributing to the objectives of Oman Vision 2040 and strengthening Oman position as a regional industrial and logistics hub.
