An Omani author has published a new book addressing the integration of government electronic systems in the Sultanate of Oman, highlighting its importance, implementation challenges, and factors contributing to long-term success and sustainability.
The work offers a practical, context-specific framework to help stakeholders understand and manage Enterprise Application Integration (EAI) in Omani government settings.
Authored by Dr Fatma bint Mohammed al Balushi, Adviser to the Secretary-General for Museums Affairs at The National Museum of Oman, the book titled 'Enterprise Application Integration for Omani Government during 2013 to 2019' addresses the gap in research on full EAI implementation by proposing a comprehensive governance framework for public-sector organisations.
Published by Dar Musandam Publishing and Distribution, affiliated with the Omani Society for Writers and Literati, the study draws on qualitative case studies of three Omani government EAI projects and interviews with 18 stakeholders. It applies Lewin’s Change Management Model—unfreezing, moving, and refreezing—to structure the implementation process.
“The book is the result of years of research, analysis and study that encompassed many facets of EAI, and the findings identify key implementation factors across Technology, Organisational, and Environmental (TOE) dimensions,” Dr Fatma said.
Dr Fatma known for her contributions to Oman’s cultural heritage and digital transformation initiatives, is leading the Muttrah Souq Heritage Project aimed at digitising and conserving Oman’s historic marketplace, and oversees the repatriation of Omani cultural property.
She holds a PhD in Information Systems from Universiti Teknologi Malaysia (2019), where she researched enterprise application integration frameworks for public sector digital transformation. She has been recognised by White Page International and WCRC Leaders as one of the Global 200 Women Power Leaders 2025 and among the 100 Influential Omani Women.
