

MUSCAT: Details of Royal Decree No 31/2026 regarding the Civil Defence and Ambulance Authority (CDAA) were issued in the Official Gazette on Sunday.
The decree stipulates that the Authority’s management and affairs will be overseen by a Board of Directors chaired by the Minister of the Royal Office, Head of the Office of the Supreme Commander. The Board’s members include the Minister of Finance, the Inspector-General of Police and Customs, the Minister of Health, the Chief of Staff of the Sultan's Armed Forces, the Secretary-General of the National Security Council, and the Chairman of the Civil Defence and Ambulance Authority.
The Royal Decree granted the Board of Directors all the necessary powers to enable the Authority to exercise its functions and achieve its objectives. These powers include formulating the Authority’s general policy for exercising its powers and submitting it to the Supreme Commander for approval, monitoring its implementation, approving the Authority’s organisational structure and submitting it to the Supreme Commander for approval, approving the Authority’s administrative divisions and defining their responsibilities, approving draft financial, administrative,and functional regulations, approving the Authority’s draft annual budget and submitting it to the Ministry of Finance, approving the Authority’s final accounts and submitting them to the Ministry of Finance, determining the fees charged by the Authority for its services after approval by the Ministry of Finance, proposing amendments to laws related to civil defence and ambulance services, approving draft agreements and memoranda of understanding related to civil defence and ambulance services and approving the annual report on the Authority’s activities and submitting it to the Supreme Commander.
The decree also stipulated that the Authority shall have a chairman appointed by Royal Decree, who shall hold the powers of the head of the Authority.
