

MUSCAT: The Projects, Tenders and Local Content Authority, in cooperation with the Public Authority for Small and Medium Enterprises Development (Riyada), has launched the “Imkan Plus” programme to enhance project management efficiency and strengthen the contract management system by developing the capabilities of national engineering talent working in contracting and engineering consultancy firms registered with Riyada
The five-month programme aims to upgrade project and contract management skills in line with modern professional practices, improve project execution quality, enhance spending efficiency and reduce change orders, with each group participating in six-week training sessions that combine theoretical and practical learning.
The initiative builds on earlier training programmes introduced by the Authority to qualify national professionals for government projects and contracts, focusing on strengthening technical and analytical skills related to project implementation, supervision and monitoring so participants can effectively manage the full project cycle and apply their expertise to ongoing national projects.
Engineer Abdullah bin Saif al Hosni, Director of the Imkan Plus programme, said the initiative targets national companies operating in contracting, civil and architectural engineering and consultancy services.
More than 7,200 companies were registered with Riyada in the construction and engineering consultancy sector in 2025, including about 1,380 construction-focused firms representing roughly 19 per cent of total companies in the sector, underscoring the importance of investing in talent development.
He noted that the programme includes a comprehensive assessment framework to measure participants’ knowledge and skills, while earlier programmes achieved a final success rate of 89 per cent, demonstrating the effectiveness of combining theoretical instruction with practical application. Participants will receive completion certificates, with outstanding performers awarded certificates of excellence, alongside post-training follow-up support within a broader national training framework.
Engineer Ahmed bin Humaid al Asmi, Director of the Local Added Value Department at Riyada, said the programme reflects the strategic partnership between Riyada and the Projects, Tenders and Local Content Authority to strengthen the national project management system through investment in local talent.
He added that the initiative will help enhance governance, clarify responsibilities among contracting parties, improve adherence to project timelines and technical standards; and support local content by empowering national enterprises, thereby creating sustainable value for the national economy and reinforcing confidence in domestic implementing companies. — ONA
