

MUSCAT: The Future Readiness Leadership Forum under the National Programme 'Irtiqaa' was launched on Sunday with the participation of senior government officials and decision-makers, in a four-month national track aimed at strengthening institutional readiness, accelerating government digital transformation, and aligning leadership decisions with future requirements in line with Oman Vision 2040.
Organised by the Ministry of Transport, Communications and Information Technology (MoTCIT) in partnership with the Royal Academy of Management (RAM), the University of Technology and Applied Sciences (UTAS), and the Omani Society for Human Resource Management (OSHRM), the forum is designed as a high-level leadership platform for dialogue and forward planning, supporting government entities as they adapt to rapid technological change and evolving service expectations.
Dr Ali bin Amer al Shaithani, Under-Secretary of the Ministry of Transport, Communications and Information Technology for Communications and Information Technology and Chairman of the Technical Committee of the National Programme for Government Digital Transformation (Tahawul), said, “Digital transformation is no longer a peripheral activity; it is a strategic direction led by senior leadership as the primary driver of transformation pathways toward the future. What we have witnessed through the Future Readiness Leadership Forum is a practical translation of this approach, where leadership steps forward not only to keep pace with change, but to shape it.”
He added, “This forum embodies institutional awareness of the importance of readiness as a strategic pillar in Oman’s journey toward the future. It also confirms that the sustainability of institutional impact is closely tied to aligning government visions and strengthening harmony among decision-makers. Without a doubt, the presence of such diverse leadership within a shared dialogue space reflects the maturity of the Omani experience and its serious commitment to building a digital transformation that enhances readiness, anticipates challenges and relies on strategic guidance in confronting rapid digital shifts.”
Kawthar al Hinai, Head of the Capacity-Building and Change Management Track at the National Programme for Digital Transformation (Tahawul), said, “The programme is one of the main enablers for accelerating digital transformation in the Sultanate of Oman. It targets all administrative levels, from senior leadership to executive teams. The programme covers 57 government institutions.”
She explained that the forum aims to narrow gaps between administrative levels, establish a shared professional language across government, strengthen service design based on beneficiary expectations, apply best practices in managing life-events and maximise the use of artificial intelligence in leading institutional change.
Tahir bin Mabkhout al Junaibi, Governor of Al Dhahirah, highlighted the importance of the forum in supporting development plans and strengthening coordination among government entities. He said participation in this national initiative would enhance institutional readiness to manage rapid transformations, improve the quality of public services, and connect local priorities with the broader national digital-transformation agenda.
