The 2025 Sports Clubs Secretaries Forum, organised by the Ministry of Culture, Sports and Youth (MoCSY) through the Leadership Development Centre, kicked off in Muscat with the participation of 40 club secretaries representing various sports clubs across the Sultanate of Oman.
The forum, held from December 3 to 4, comes as part of the ministry’s ongoing efforts to advance administrative systems within clubs, improve communication tools, and enhance the readiness of administrative staff to elevate the quality of services provided to youth and athletes.
The forum’s programme featured a wide range of working papers and lectures covering essential topics, including: Effective sports media, laws and regulations governing club operations, sports talent development, youth dialogue and the National Debate Championship, Oman Vision 2040 objectives, and the results of a study on the current state of the sports sector.
These themes collectively provided a broad knowledge framework aimed at improving the competencies of club secretaries and equipping them with modern administrative tools.
Wadha al Farsi, Director of the Youth Dialogue and Communication Department at the General Directorate of Youth, expressed her pleasure in presenting her working paper, which showcased the ministry’s experience in debate programmes — both through the National Debate Championship, held annually since 2016, and through introducing debate activities as a new field within the Cultural Creativity Competition this year.
Al Farsi explained that promoting debate culture among youth in schools, universities, and sports clubs aims to strengthen dialogue, foster respect for differing opinions, enhance public speaking and persuasion skills, and enrich young people’s knowledge by exposing them to national, regional, and global issues. She added that the inclusion of debates in the Cultural Creativity Competition has been a positive and enriching experience for club youth, and expressed her hope that it continues in the coming years.
EXCHANGING IDEAS
Regarding the importance of such forums, Al Farsi emphasised that they contribute significantly to strengthening meaningful communication between the ministry and youth across different governorates. This communication, she said, allows for exchanging ideas, discussing issues relevant to young people, and understanding their aspirations and viewpoints. She concluded by underscoring her pride in staying close to the youth, listening to them, and developing programmes that meet their future needs.
For his part, Juma al Mahrami, Secretary of Seeb Club, affirmed that the forum provides a valuable opportunity for exchanging expertise between newly appointed and experienced club secretaries. He praised the ministry’s consistency in organising these annual gatherings, noting that this year’s opening session featured a rich lecture on sports media, shedding light on new data and insights that will contribute to improving media programmes within clubs.
Al Mahrami added that the forum plays a key role in transferring initiatives and ideas that the ministry aims to implement, helping clubs adopt and activate these programmes within their administrative systems. He pointed out that club secretaries serve as a critical link between the club’s board of directors, the sports community, and the fans, performing an essential role in organising internal processes and ensuring efficient information flow.
The forum continues its sessions and discussions with the objective of enhancing the professionalism of administrative personnel, improving the operational efficiency of clubs, and establishing a sustainable development path that aligns with youth aspirations and national sports goals in the Sultanate of Oman.
