

Dr Mahad bin Said Baowain, Minister of Labour, on Monday presided over the launch ceremony of the Qudrat digital platform, a national integrated system designed for national capacity building and talent management, aiming to achieve the strategic goal of investing in human potential.
Qadrat is part of the three pillars of the National System for Capacity Building and Talent Management programme. The other pillars are the National Strategy for Capacity Building and Talent Management, and the General Framework for Capacity Building and Talent Management.
Developed by the Ministry of Labour, Qadrat aims to coordinate and unify national programmes related to talent across various government and private sectors. It provides a comprehensive record of skills and capabilities for future business development and empowers Omani youth with a national platform to showcase their skills.
"We expect the platform to serve a wide range of Omani society, including school and university students, graduates, employees, job-seekers, entrepreneurs, experts, and retirees with more productive activities where their talents can be utilised," said Sayyid Salim bin Musallam al Busaidy, Under-Secretary of the Ministry of Labour for Human Resources Development, Under-Secretary of the Ministry of Labour.
Speaking to the Observer, Dr Zamzam bint Saif al Lamkiyah, Project Director of the National System for Capacity Building and Talent Management, said that the initiative is one of the strategic programmes of the Tenth Five-Year Plan. It falls under the priority of education, learning, scientific research, and national capabilities, driven by the belief that people are the foundation and purpose of development.
“The Qudrat digital platform aims to unify the digital identity of skills and talents across the Sultanate of Oman under one comprehensive system. It serves as a trusted national reference for individual competencies. Each individual will have a personal profile on the platform from an early age, which will continue to be used throughout their professional journey and beyond retirement,” she said. “The platform will track skills, document qualifications and acquired experience, and build a unified national database that preserves capability records and monitors the outcomes of human-capital development programmes, supporting future planning and workforce development.”
