Muscat: The latest issue of the Official Gazette (No. 1617) has detailed the rights and responsibilities of employers and domestic workers in Oman, setting clear standards to ensure fair treatment, safety, and mutual respect within households.
Employer Responsibilities
According to Article (13), employers must treat domestic workers with respect and protect their dignity, safety, and health. They are required to provide suitable food, appropriate accommodation, and the necessary supplies to perform agreed-upon duties. Employers are prohibited from assigning any task that could endanger a worker’s safety, health, or human dignity.
Accommodation Standards
Article (14) mandates that domestic workers’ residences must be well-ventilated, properly lit, and air-conditioned, with secure doors, windows, and ceilings. Each residence must include comfortable bedding, storage for personal belongings, and a clean, safe, and well-ventilated bathroom. Workers are also expected to maintain the cleanliness of their living spaces.
Transportation, Health, and Records
Under Articles (15) and (16), employers must provide free transportation for workers residing outside the household and cover their health insurance. Article (17) requires employers to keep a file for each worker, including copies of identification, leave records, wage deductions, and other employment details, for at least one year after the end of service, and to present it to the Ministry upon request.
Worker Duties
Article (18) outlines domestic workers’ responsibilities, including respecting the religion, customs, and moral values of Omani society. They must treat employers and their families with respect, particularly children, the elderly, and persons with disabilities. Workers are also required to perform their duties diligently, protect property, maintain confidentiality, and follow lawful instructions.
