

KUALA LUMPUR: Oman has earned international acclaim for its pioneering role in social protection, with the Social Protection Fund (SPF) receiving three Certificates of Excellence from the International Social Security Association (ISSA) at the World Social Security Forum (WSSF) 2025, held in Malaysia from September 29 to October 3 under the theme 'Shaping Social Security in a Changing World.'
The Fund was recognised for its compliance with ISSA guidelines in Contribution Collection and Compliance, Service Quality, and Human Resource Management — reflecting its institutional efficiency and commitment to global best practices.
The WSSF, convened every three years, is the largest global gathering in the field, drawing policymakers and experts from more than 150 countries.
This year’s forum examined pressing challenges, including digital innovation, the use of AI in social security, pension sustainability and expanding inclusive coverage amid demographic and technological change.
At the opening ceremony, ISSA President Dr Mohammed Azman praised Oman’s social protection reforms, particularly its landmark move to merge multiple pension funds into a unified, comprehensive system. He described Oman’s approach as “a global model in adapting to change and ensuring long-term sustainability.”
The triple recognition highlights Oman’s success in aligning with international standards and advancing a modern, equitable, and resilient social protection system. According to ISSA, the awards followed a rigorous evaluation process assessing governance, compliance, service delivery and innovation in digital platforms.
The SPF’s achievement builds on earlier honours, including the Good Practice Award for Asia and the Pacific Region, which further cemented Oman’s position as a regional and global leader in social protection governance.
As the forum concluded, delegates issued recommendations aimed at shaping the future of social protection worldwide — with Oman standing out as a key contributor and example of reform-driven resilience.
