Professional licensing distinguishes a mere job from a recognised profession, the Ministry of Labour (MoL) has said. The ministry has outlined sector-specific conditions and procedures for obtaining a professional licence. Its main goal is to regulate the labour market and ensure competency.


Licensing improves service quality, reduces errors, and builds trust between employers and clients. It prevents unqualified individuals from practicing sensitive professions and aligns labour standards with Oman Vision 2040.


It also protects practitioners. Licensed professionals gain legal recognition and safeguards against exploitation. Business owners prefer licensed professionals because they are assured of adherence to standards.


To obtain a professional licence, applicants generally need:


Relevant academic or professional qualifications, passing a competency test based on national standards, Practical experience in some professions and participation in training or continuous professional development programmes.


Also needed are completion of administrative procedures, including online application, submission of documents, payment of fees and evaluation via tests or interviews.


MoL is rolling out licensing in phases. Currently, it is mandatory in logistics, energy, and minerals sectors. More sectors are expected to join gradually.


The ministry urged companies and employees to start the licensing process one to two months before the expiry of a worker’s card or contract. This ensures timely issuance, avoids fines, and supports smooth contract renewals.


Professional licensing is a proactive step. It strengthens workforce readiness, ensures business continuity, and fosters a skilled, professional labour market aligned with Oman Vision 2040.
