

MUSCAT: The Public Authority for Special Economic Zones and Free Zones (OPAZ) has issued a consultancy tender for the master plan, detailed design, and Phase 1 supervision of an integrated mining economic cluster in the Wilayat of Shaleem and the Hallaniyat Islands, Dhofar Governorate.
The project is being managed by the Public Establishment for Industrial Estates (Madayn). Consultancy firms with “Excellent” or “First” classification from the General Secretariat of the Tender Board are invited to participate. The deadline for purchasing tender documents is June 25, with bid submissions due by July 9.
At its third meeting this year, OPAZ’s Board of Directors reviewed progress on the Ministry of Economy’s plans to establish industrial clusters: a mining hub in Shaleem, cold chain and food industries in Duqm, and aluminium-based industries in the Sohar Free Zone — all aligned with Oman’s industrial strategy.
The Shaleem cluster is strategically located along regional shipping routes and is rich in natural resources such as minerals, fisheries, and renewable energy. It also features tourism assets and oil and gas concessions.
The project aims to attract investment into the mining and downstream industries, increase value-added production, and support related sectors like logistics, energy, and food security. It is expected to enhance sectoral integration and broaden Oman’s production and export base, boosting the mining sector’s contribution to GDP.
Shaleem and the Hallaniyat Islands are particularly promising due to their coastal location and reserves of gypsum, limestone, and dolomite. — ONA
