Oman opens first overseas labour office in Qatar

Strategic move aims to create new job opportunities for Omani talent in Gulf markets

DOHA: The Sultanate of Oman has officially launched its first overseas labour office in Doha, Qatar, marking a key milestone in strengthening bilateral cooperation in employment and human resource development. The initiative is led by Oman’s Ministry of Labour and supports national efforts to expand job prospects for skilled Omanis in advanced Gulf labour markets.


The new office was inaugurated in the presence of Khalid bin Salem Al Ghammari, Under-Secretary of the Ministry of Labour for Labour Affairs (Oman), and Shaikha Najwa bint Abdulrahman Al Thani, Under-Secretary of the Ministry of Labour (Qatar). It reflects both countries’ commitment to building sustainable employment partnerships and offering young Omanis the chance to compete in dynamic regional job markets.


“This joint initiative is a significant step in Gulf labour integration,” said Al Ghammari. “It reinforces our vision that national talent development extends beyond borders and into regional platforms that reward innovation and professionalism.”


Established under a Memorandum of Understanding signed between Oman and Qatar, the office will serve as an institutional bridge to coordinate employment opportunities, provide labour market insights, and support Omanis working or seeking employment in Qatar.


The office will:


• Liaise with Qatari authorities to identify and promote job openings for Omani nationals


• Build public–private partnerships to facilitate direct hiring and joint training programmes


• Organize regular seminars on Qatar’s labour regulations and work environment


• Offer career counselling and support services for Omanis residing in Qatar


• Monitor labour trends and submit policy recommendations to enhance employment strategies


Ambassador of Oman to Qatar, Sayyid Ammar bin Abdullah Al Busaidi, hailed the move as a bold and forward-looking step that aligns with Oman’s national vision. “This is not just an administrative measure—it’s a powerful signal of our commitment to empowering Omani youth. It opens the door to a market rich with opportunities for growth, innovation, and excellence,” he said.


He also highlighted the embassy’s role as a strategic partner in supporting employment initiatives and ensuring a positive experience for Omanis working in Qatar.


In its official statement, the Ministry of Labour confirmed that the opening of the office is part of a wider strategy to expand Oman’s presence in Gulf labour markets. It is aimed at creating impactful partnerships that benefit both nations through job creation, skills development, and knowledge exchange.


The initiative is expected to pave the way for more collaborative programmes in the future, contributing to national goals related to economic diversification and human capital development under Oman Vision 2040.
