MUSCAT: The Telecommunications Regulatory Authority (TRA) has issued new Billing Regulations aimed at standardising billing practices across Oman’s telecom sector, ensuring greater accuracy, transparency, and compliance with international standards.


Divided into five chapters, the regulations cover definitions and general provisions; licensee obligations; tariffs, cost rates, and payment; auditing and performance measurement; and administrative penalties.


Key provisions require telecom operators to:


1. Establish accurate billing procedures and retain usage records for at least two years.


2. Maintain a register of key risks to billing systems and implement measures to address them.


3. Integrate billing systems effectively with related systems.


4. Apply technical and information security controls based on best practices.


5. Develop and document billing system test plans, address any errors found, and conduct independent audits under specified guidelines.


The TRA said the regulations are designed to protect consumer rights, promote fair competition, enhance service quality, and increase transparency in the telecom sector. — ONA
