OPAZ: New law boosts investor confidence in the Omani economy

Muscat: The Public Authority for Special Economic Zones and Free Zones. (OPAZ), said that the Law on Special Economic Zones and Free Zones, promulgated by Royal Decree No. 38/2025, is in line with the efforts undertaken by the Government of the Sultanate of Oman to enhance the investment environment and make these zones more attractive for localizing quality projects.


Shaikh Dr Ali bin Masoud al Sunaidy, Chairman of said that the new law aims to enhance investor confidence by unifying the legislative framework and enhancing guarantees, benefits, incentives, exemptions and facilities provided to investors in these zones while granting some additional privileges to strategic projects to boost flexibility and attract quality projects.


Al Sunaidy added that the new law keeps pace with developments in the special economic zones and free zones sector, which would meet the aspirations of investors. The law simplifies and facilitates procedures through a one-stop shop system that issues all approvals, permits, licenses and certificates related to economic activities in the special economic zones and free zones. He added that the new law provides effective tools to link tax exemption with the provision of job opportunities, enhancing local content and attracting high value-added projects.


Al Sunaidy emphasized that the law contains provisions that regulate real estate development projects in special economic zones, allowing real estate developers to offer residential units for sale under the freehold system. This represents a new addition to the various economic sectors in special economic zones and would revitalize these sectors by attracting a larger population and developing public facilities and services.
