

On January 11, 2020, Oman embraced a new chapter under the leadership of His Majesty Sultan Haitham bin Tarik. With his ascension to power, the Sultanate of Oman has embarked on a transformative journey focused on sustainable development and the empowerment of its governorates. This strategic vision emphasises decentralisation, local governance and balanced economic and social growth to ensure prosperity for all regions.
His Majesty Sultan Haitham bin Tarik has consistently highlighted the importance of decentralisation in fostering effective local governance. Royal Decree No 36/2022 established the Governorates System, making each governorate an independent administrative and financial unit. This shift empowers governors with decision-making authority to manage local affairs, supervise projects and attract investments. The move aligns with Oman Vision 2040, aiming to unlock the potential of governorates as active contributors to national development.
In a testament to the Sultanate of Oman’s commitment to inclusive development, the financial allocations for the Governorates Development Programme were doubled to RO 20 million per governorate under the current five-year plan (2021–2025). By 2024, over RO 81 million had been invested in development projects, with an additional RO 44 million allocated for 2025. These funds support initiatives that improve infrastructure, enhance public services and boost local economies.
The development projects across Oman’s governorates showcase the government’s dedication to improving infrastructure and fostering economic growth. Key initiatives include:
Ibri View Project in Al Dhahirah Governorate: Aimed at attracting tourists and enhancing recreational facilities.
Grand Canyon Development in Al Dakhiliyah Governorate: Enhancing tourism in one of Oman’s most iconic landscapes.
Historical Centre Revitalisation in Al Batinah North Governorate: Preserving cultural heritage while boosting local tourism.
Seafront development, internal road paving and public park enhancements in several governorates.
These projects are designed to create job opportunities, stimulate local businesses and improve the quality of life for citizens and residents.
Recognising that skilled leadership is vital for local governance, Oman has launched programmes such as the National Initiative for Local Administration Development. Implemented in partnership with the Ministry of Interior and the Royal Academy of Administration, the initiative provides training for governors, walis, and municipal council members. These efforts aim to build a robust local administrative structure capable of addressing regional challenges and driving development.
The Sultanate of Oman is also pioneering the development of smart and sustainable cities to balance economic progress with environmental conservation. For example, the city of Al Tayeb in Al Batinah North Governorate integrates modern housing, green energy solutions and innovative agricultural projects to ensure food security. These cities serve as a model for sustainable urban development, contributing to Oman’s long-term economic and environmental goals.
The Governorates Competitiveness Index, introduced by the Ministry of Economy, aims to direct development efforts by identifying gaps and ensuring optimal resource allocation. This index promotes healthy competition among governorates and fosters collaboration to achieve the objectives of Oman Vision 2040.
As Oman celebrates Accession Day each year, it renews its commitment to the principles laid out by His Majesty Sultan Haitham bin Tarik. By adopting decentralisation, enhancing infrastructure and empowering local communities, Oman is charting a course for a prosperous future. The Sultanate of Oman’s approach not only addresses the needs of its citizens but also strengthens its regional and global presence.
