Muscat: Oman has introduced new regulations aimed at safeguarding labor rights and promoting fair employment practices in a significant step forward. These regulations, based on the Labor Law (Royal Decree 35/2003), the establishment of the Ministry of Labour (Royal Decree 89/2020), and relevant ministerial decisions (222/2013 and 541/2013), underscore the government's commitment to fostering a just and equitable workplace.


A key feature of the new regulations is the implementation of the mandatory electronic Wages Protection System (WPS). The WPS has been introduced to ensure the secure and efficient disbursement of wages, allowing private sector employees to receive their salaries directly into their designated bank accounts. By facilitating timely and accurate payments, the system aligns with the terms outlined in employees' contracts, promoting financial stability and trust between employers and workers.


Under the new regulations, employers are obligated to transfer employees' wages to authorized local banks within a maximum of seven (7) days from the due date. This process is facilitated through the user-friendly salary information file of the WPS, simplifying and expediting wage disbursements.


To ensure effective implementation and compliance, the Inspection Department's Wages Protection Department will oversee the electronic system, monitoring wage disbursements in the private sector. Through diligent enforcement of these regulations, this dedicated team aims to guarantee that employees receive their rightful earnings and that employers fulfill their payment obligations.


Employers are also required to promptly inform the Ministry of any changes to employees' wages, ensuring that the registered wages accurately reflect the actual amounts received. This measure promotes transparency and accountability, fostering a fair work environment that upholds the rights of all workers.


While the utilization of the electronic WPS is mandatory, a few exceptions are recognized. These exceptions include cases of labor disputes leading to work cessation, voluntary termination of employment without legal justification, employment of new workers within the initial thirty (30) days, and employees on unpaid leave.


Non-compliance with the newly implemented regulations may result in administrative penalties, implemented by the Ministry in a progressive manner. Initially, violators will receive a warning, followed by the suspension of services related to preliminary work permits. Repeated violations may incur an administrative fine of OMR 50 (fifty Omani Rials), with subsequent offenses facing doubled fines.


The implementation of these new regulations represents a significant stride forward in Oman's ongoing commitment to protecting workers' rights and establishing a fair and equitable work environment. By fortifying the protection of employees' wages and promoting transparency in the private sector, these regulations pave the way for a more stable and productive workforce.


Financial and administrative expert Khaled Al Suleimani emphasized the significance of the Wages Protection System (WPS), underscoring its role as a joint electronic platform between the Ministry of Labor and the Central Bank of Oman. The WPS diligently monitors and oversees wage disbursements within private sector establishments, ensuring employers fulfill their commitment to transferring wages to employees' designated accounts in authorized local banks. With insights gained through the WPS, the Ministry of Labor proactively addresses potential delays, ensuring timely wage payments and reducing the likelihood of labor disputes and work stoppages.


The introduction of the WPS is a notable advancement in Oman's ongoing efforts to safeguard workers' rights and establish an equitable workplace. By meticulously monitoring wage disbursements and imposing measures against non-compliant employers, the WPS plays a crucial role in fostering a stable and highly productive workforce.
