New regulations soon for contract-based recruitment in Oman

MUSCAT: The Ministry of Labour is working on a new system that will guarantee a reduction in the cost of recruiting private labor and it will be based on the contract system, the first phase of which begins for specific groups, including an electronic application, and the type and hours of work can be chosen, and it will later include domestic workers, said Sheikh Nasr al Hosani, the Undersecretary of the Ministry of Labor.


"The ministry is in the process of finalizing regulations to organize private and commercial labor companies, and it will be through contracting, by hours, daily and monthly, and the contract can be terminated during the contracting period."


The ministry is working on a plan for subcontracting companies to raise the level of Omanization.


The ministry worked on reviewing fees for issuing and renewing licenses for recruiting non-Omani workforce and practicing their work, apart from issuing new regulations for practicing some professions.


The electronic linkage with government units has been completed and the public employment system has been re-developed, along with the work permit system, employment services, labor welfare services, and new systems to keep manpower records and for administrative and financial affairs services.


The Ejada system is currently the best in the region and the level of employee-employee interaction has improved. More than 90 percent of the institutions have joined the Ejada system and over 190,000 employees have entered their goals in the system during the year 2022.


Speaking at the annual news conference, Dr. Mahad bin Said Baowain, Minister of Labour said, the number of opportunities generated during the past year amounted to 45,026 from direct employment, replacement, and work-related training.


The Ministry launched a system for measuring individual performance and institutional proficiency in government units, which is considered one of the main enablers of Vision 2040.


The Undersecretary for Labor said in reply to a question that when the Omanisation of a specific sector is announced, the ministry follows the decision with training programs to ensure the availability of appropriate competencies.


He said that the oil and gas sector is one of the most employed sectors, and the Omaniation rate is high, but employment is qualitative and depends on a specialized committee that looks into this matter.

The Ministry of Labour on Tuesday said it plans to provide 35,000 job opportunities this year 21 percent of the target has been already achieved, the Minister of Labour said on Tuesday.


The percentage of Omanis working in small and medium enterprises has increased during the past two years, as a result of various initiatives, including the wage subsidy initiative.


The total number of beneficiaries of the job security benefit reached 13,453 people, and there are a number of reasons for the termination of service.


This year will see 2,000 opportunities resulting from training and replacement from the human resources development sector (replacement in the public sector), 5,000 resulting from training associated with employment, and 2,000 opportunities from sector initiatives supervised by government agencies and units in the private sector.


There are procedures that companies take before terminating the services of their employees, as there is a joint committee to make sure that there is indeed a financial stumbling block for this company and that there are challenges, and sometimes the ministry resorts to communicating with banks to schedule the debts of these companies.
