Muscat: Dr. Rahma bint Ibrahim bin Saeed al Mahrouqi, Minister of Higher Education, Scientific Research and Innovation, issued Ministerial Decision 39/2023 to stop processing licensing applications for the establishment of private training institutions.
The first article of the decision stipulates that the decision on applications for licensing the establishment of private training institutions shall be suspended temporarily for a period of three years.
Article 2 does not apply to applications submitted to the Ministry prior to the implementation of this decision, which has not been decided upon if they fulfill the requirements stipulated in the aforementioned private training regulation.
It is noteworthy that the decision came based on Royal Decree No. 98/2020 amending the name of the Ministry of Higher Education to the Ministry of Higher Education, Scientific Research and Innovation, defining its terms of reference and approving its organizational structure, and the regulation for organizing special training issued by Ministerial Resolution No. 40/2021.
