Up to RO 20,000 fine for not following wastewater projects installations guidelines: APSR

MUSCAT: The Authority for Public Services Regulation (APSR) has issued a regulation to prevent risks during ground installations for water and wastewater purposes.


The decision states that it is not permissible to implement projects for water and sewage networks or to install associated in wadis or in any other locations that may endanger these projects, except after conducting a detailed technical study of the site and identifying all the risks associated with the work.


In case of violations, a fine of not less than RO 1,000 and not more than RO 20,0000 will be imposed, which will be doubled if the offence is repeated.


If a similar violation is committed within the following two years, a fine of RO 100 per day for each violation will be imposed, followed by the suspension of the license or permit for a period not exceeding three years months and revocation of the license or permit.


It is necessary to ensure the protection of the installations and submit a request to the authority.


The design and implementation of water and sanitation network projects must be in accordance with the approved technical specifications and the approvals and permits required by law must be obtained before starting the implementation of water and sewage network projects, and the necessary initial approvals must be taken to approve the proposed route for the water and sewage networks, before issuing any tenders.


After obtaining these approvals and permits, network designs and drawings must be submitted to the competent authorities for final approval.


The application for obtaining approval or permission to start excavation works for the proposed path must be submitted before a sufficient period of time.


In case of damage to the water and sewage networks, efforts must be taken to correct the situation as soon as possible and compensate the affected person for the loss.


Prior approval of the Royal Oman Police (ROP) and other competent authorities must be obtained prior to undertaking the implementation of underground water and sewage network projects close to the busy roads.


Work sites shall also be appropriately fenced with red and white tapes or any suitable warning signs so that they light up brightly at night.
