HM issues two Royal Decrees

Muscat: His Majesty Sultan Haitham bin Tarik on Thursday issued two Royal decrees reading as follows:


Royal Decree No 10/2023 stipulates the allocation of some landplots for the purposes of renewable energy and clean hydrogen projects.


Article (1) states that state-owned landplots specified in the plenary layout /chart attached to this decree shall be allocated for the purposes of renewable energy and clean hydrogen projects.


Article (2) states that no rights over the lands stipulated in Article (1) of this decree may be granted or exploited by the government departments concerned in any way, except with prior written approval of the Ministry of Energy and Minerals.


Article (3) stipulates that "the granting of usufruct right for the lands stated in Article (1) of this decree" to Oman Hydrogen Company shall be based on the request of the Ministry of Energy and Minerals. The application to do so shall specify the land subject to usufruct, in accordance with legally prescribed procedures.


Article (4) states that Oman Hydrogen Company may divide the usufruct lands granted to it, and then sign contracts with third parties to use these segmented lands for the purposes of renewable energy and clean hydrogen projects by floating an open bidding/tender subject to the principles of declaration, equal opportunities, equality and freedom of competition.


Article (5) states that the Minister of Energy and Minerals may, within 30 days from the date of issue of this decree, endorse some signed projects that were dedicated to renewable energy and clean hydrogen, without having to float a bidding as stipulated in Article (4) of this decree.


Article (6) states that the Minister of Energy and Minerals shall issue the principles and determinants for practicing activities related to renewable energy and clean hydrogen projects.


Article (7) cancels all that contradicts this decree or contravenes its provisions.


Article (8) says that this decree shall be published in the Official Gazette and enforced from its date of issue.


Royal Decree No 11/2023 appoints judges to the Supreme Court.


Article (1) appoints judges—named in the list attached to this decree—to the Supreme Court.


Article (2) says that this decree shall be published in the Official Gazette and enforced from its date of issue.
