Ministry launches framework for occupational competences

MUSCAT: The Ministry of Labour on Wednesday launched the National Framework for Occupational Competences (NFOC), which seeks to develop human resources in the government sector.


The NFOC is undertaken in conjunction with the Oman Vision 2040 Implementation Unit and other government departments concerned. It is designed to empower human resources and provide them with ‘future skills’ in a manner that fits with the approaches and priorities of Oman Vision 2040.


The programme’s launch ceremony was held under the auspices of Sayyid Salim bin Musallam al Busaidy, Under-Secretary of the Ministry of Labour.


Sayyid Salim pointed out that the National Framework for Occupational Competences complements efforts to consolidate governance in the Government Performance Schema. It is a general framework comprising a set of data and behavioural skills needed to be mastered by the occupants of supervisory and non-supervisory jobs at units of the State’s Administrative Apparatus (government units) rendering services to investors in Oman.



Sayyid Salim pointed out that the Framework’s implementation constitutes a major component in improving work environment, and assisting employees to better perform their roles and realise excellence in providing government services to investors in Oman.


The NFOC emerges as one of the most advanced mechanisms of improving the functioning of government establishments by attracting prominent competencies, honing the skills of employees and evaluating their performance in accordance with standard criteria and in line with the goals set for each department. -- ONA
