Muscat, Dec 10 - The fourth edition of the ‘Basics Directing the State’s Policy’ programme began at the Diplomatic Institute on Sunday under the auspices of Shaikh Khalid bin Omar al Marhoon, Minister of Civil Service. Sayyid Badr bin Hamad bin Hamood Al Busaidi, Secretary-General of the Ministry of Foreign Affairs, and many high-level officials were also present. The programme, which will run until December 14, has 45 participants, including diplomats and general directors working in the State’s administrative structure. It focuses on the principles stated in Oman’s basic system, international agreements, treaties and protocols, and human rights laws. The patron of the event said the programme aims at boosting efficiency of government officials and educating them to enable them perform their duties in a better way. “This programme comes in line with His Majesty Sultan Qaboos’ wise vision that is based on good neighbourly relations, non-interference in the internal affairs of other countries, respect to their sovereignty, adherence to justice principles, peaceful settlement of disputes and positive dialogue, and promotion of common interests with countries. This strategy has been always successful, proven by the Blessed Renaissance which has touched every spot in Oman.” Drawing attention to the development in the administrative apparatus, which rose from four ministries in 1970 to 89 now, Al Marhoon said 38 of these apply the civil service law. “The Sultanate’s efforts in dealing with thorny situations and problems have won worldwide appreciation. Through its far-sighted and wise vision, Oman succeeded in solving many regional issues,” he said. The programme will discuss foreign policy, Oman’s role in regional and international conventions, government performance accelerators, besides human resources and practical training.
