His Majesty Sultan Haitham bin Tarik and the Xi Jinping, President of the People's Republic of China, held an expanded session of official talks at the Great Hall of the People in Beijing as part of His Majesty's state visit to the People's Republic of China.
The session reviewed existing fields of cooperation between the two friendly nations and explored avenues to enhance them, particularly in technology and innovation, artificial intelligence, energy, renewable energy, manufacturing, logistics, digital trade, and food security, alongside boosting integration between economic zones and ports.
His Majesty the Sultan delivered a speech on this occasion. The full text of the speech reads as follows:
“Your Excellency President Xi Jinping, President of the friendly People’s Republic of China:
It is a great pleasure to be here in your esteemed country, the friendly People’s Republic of China—a nation that has long served as a civilizational and humanitarian bridge between the East and the West, besides being a hub for cultural radiance and intellectual diversity. We express our deepest appreciation for the warm welcome and hospitality extended to us—a testimony to the genuine character of the friendly Chinese people and the deep-rooted friendship and mutual respect that bind our two nations and peoples.
We take this opportunity to affirm the depth of the historical ties between the friendly People’s Republic of China and the Sultanate of Oman. We reiterate our commitment and direct support for the development of these relations, which have recently seen rapid growth across economic, commercial and investment sectors. I am accompanied on this visit by a number of ministers concerned, with the aim of exploring further opportunities for cooperation between our two countries. We also view this visit as a new starting point for the joint march of Omani-Chinese relations.
Since their inception, the relations between our two countries have witnessed continuous, positive development. Your nation has become the Sultanate of Oman’s primary trading partner; over the past few years, direct investments by Chinese companies in our country—in partnership with the Oman Investment Authority (OIA)—have reached more than 33 billion Chinese yuan.
Furthermore, the scope of our partnership has expanded to encompass energy, industry, infrastructure, logistics, and advanced technologies.
We perceive this evolution as a qualitative shift in the nature of the economic ties between our two nations, establishing a more diverse and profound partnership—one rooted in the exchange of expertise, joint investment, the development of productive capacities, and the advancement of knowledge- and technology-based industries. We attach special importance to these relations, with the hope of increasing the volume of trade and encouraging the establishment of projects—through joint investment funds—across a number of strategic sectors.
These include industries related to renewable energy, artificial intelligence, digital technologies, space, and defense. We also look to foster cooperation between our educational and training institutions to advance research and innovation in fields such as technology, healthcare, and food security. Furthermore, we emphasize the significance of continued cultural cooperation, which contributes to the enrichment of knowledge and fosters cross-cultural engagement among our peoples.
We also place particular importance on collaboration between investment and financial institutions, as this creates opportunities to explore and develop diverse, vital, and strategic partnerships.
The Sultanate of Oman is open to entering into a preferential bilateral trade and investment agreement with the People's Republic of China. We are confident that such an agreement would open new avenues for trade and investment, facilitate and enhance commercial and investment exchanges between our two nations, and create broader prospects for mutual benefits and shared interests. Mr. President,
We would like to express our admiration for your model of governance, which has succeeded in transforming your country into a major global economic power—one whose influence extends well beyond China’s borders and has contributed to the economic advancement of many friendly nations. We share your vision that human beings are the central focus and the ultimate objective of this economic development. Furthermore, we clearly recognize and deeply appreciate the fact that your economic approach is free from any political agendas or hegemonic ambitions.
Geography and maritime trade routes have long fostered closer ties between the Sultanate of Oman and China.
Today, the strategic geographical location of Oman’s ports offers significant advantages, facilitating the connection of global markets and supply chains through the Sultanate’s ports, economic zones, and industrial areas—all of which are benefiting from ongoing development in infrastructure and logistical capabilities. Therefore, we view the 'Belt and Road' initiative—which you launched—and 'Oman Vision 2040' as frameworks that offer extensive opportunities for integrating the development agendas of our two countries. This is particularly true in sectors such as advanced manufacturing, renewable energy, green hydrogen, modern technologies, the digital economy, and logistics services.
he rapid transformations currently unfolding globally—accompanied by shifts in lifestyles and challenges related to climate change, energy, food and health security, and the stability of supply chains—all underscore the vital importance of partnerships built upon trust, mutual reliance, and interconnected interests. We believe that development and stability are inextricably linked. The prosperity of nations requires an environment defined by security, peace, respect for state sovereignty, and adherence to international law—an environment where disputes are resolved through peaceful means and resources are directed toward construction and development. While we value your leadership role in this regard, we also call for continued coordination with the People’s Republic of China in a manner that serves our mutual interests and contributes to the enhancement of international security, stability, and cooperation. We express our deep appreciation for China’s positions on key issues concerning our region.
Furthermore, we reaffirm the Sultanate of Oman’s steadfast commitment to the 'One China' principle, as well as our support for China’s territorial integrity and sovereignty. This firm stance within our foreign policy reflects the mutual respect and political trust that have characterized our bilateral relations for decades.
Just as the ancient maritime Silk Roads once linked the ports and peoples of our two nations, our ambition today is to extend bridges of cooperation between our institutions, economies, and centers for research and innovation. We aim to evolve our partnership—moving beyond mere connectivity through trade routes toward a deeper integration in shaping the future.
We reiterate our sincere appreciation and profound gratitude for this gracious invitation. We look forward to continuing our work with you to consolidate our partnership and friendship, in a manner that brings prosperity and development to our peoples, and contributes to the advancement of peace, stability, and flourishing. We extend our best wishes to the friendly Chinese people for continued progress and prosperity.'
