MUSCAT, OCT 24
Muscat Municipality has reiterated restrictions on housing workers and bachelors in residential and mixed residential-commercial areas. Authorities emphasised the importance of compliance with building regulations to protect neighbourhood privacy and maintain community stability
The restrictions are governed by Local Order No. 23/92, which regulates buildings in Muscat Governorate. Article 31(d) prohibits constructing or establishing residential complexes for workers or bachelors in residential and residential-commercial areas. It also forbids buildings that combine family accommodation with bachelors’ housing.
Municipal authorities stressed that landlords, property owners, and employers must ensure residential units are used according to their approved classification. Residential neighbourhoods are designed for families, prioritising privacy, safety and access to essential services.
Non-compliant housing arrangements increase pressure on parking spaces, roads, and common facilities while potentially disrupting neighbouring residents. Clear guidance on permitted property uses helps landlords and tenants understand their legal responsibilities before signing rental agreements, reducing disputes over unauthorised property use.
Residents have expressed strong support for maintaining the character of family neighbourhoods. Khalid bin Salim al Amri noted that regulating residential property use is vital for protecting family privacy and neighbourhood stability. “Clear municipal regulations help property owners and tenants understand permitted uses. Consistent enforcement, supported by public awareness, can help ensure that neighbourhoods remain comfortable and suitable for families,” he said.
While protecting residential areas remains a priority, providing appropriate accommodation for workers is equally significant. Employers require housing options that meet health, safety, and municipal standards while remaining accessible to workplaces. Designated accommodation facilities help meet these needs without compromising the character of residential zones. Previous municipal initiatives have highlighted the importance of developing dedicated workers’ housing in coordination with relevant authorities.
Expatriate resident Mohammed Ahmed Hassan welcomed the emphasis on orderly housing arrangements, stating that effective urban planning benefits the wider community. “Providing suitable accommodation in designated locations while ensuring municipal compliance protects residential privacy and supports better living conditions for everyone,” he said.
Addressing the issue effectively requires cooperation among municipal authorities, property owners, employers, and tenants. Landlords and prospective tenants should verify a property’s approved classification before signing lease agreements. Meanwhile, employers must ensure any accommodation provided to workers complies with local requirements.
Ultimately, the regulation of accommodation in residential areas aims to support orderly urban development while safeguarding community interests. Maintaining family privacy, providing appropriate housing for workers, and preserving neighbourhood character require a coordinated approach combining clear communication, regular inspections, consistent enforcement, and practical alternative housing solutions. As Muscat continues to expand, responsible property management remains central to sustaining a high quality of life for all residents.
