Oman updates number portability rules for mobile and fixed-line users

 

Muscat: Oman’s Telecommunications Regulatory Authority (TRA) has issued updated regulations governing the transfer of mobile and fixed-line numbers between licensed telecommunications providers.

The new framework allows customers to switch service providers while retaining their existing numbers. Applications must be submitted to the provider to which the customer wishes to transfer, in accordance with the technical and operational guidelines approved by the TRA.

Under the new regulation, the receiving provider must verify the customer’s identity, obtain explicit consent and complete the transfer within the prescribed timeframe. The existing provider must offer a secure electronic facility through which customers can immediately settle any outstanding payments or contractual obligations.

The existing provider is prohibited from attempting to influence the customer’s decision, contacting the customer to enquire about the new provider’s services, or presenting retention offers during the transfer process. Licensed operators are also barred from taking any action that could delay or obstruct a number transfer.

However, the former provider retains the right to recover outstanding amounts after the transfer has been completed. If the customer fails to settle subsequent dues, the new provider must suspend the number in line with the approved procedures.

Customers who have previously transferred their numbers will be permitted to move the same number to another provider again. Any transfer found to have violated the regulations must be cancelled immediately, with the number returned to the original provider.

The regulation also requires operators to connect their technical systems to the TRA’s central number portability system within 90 days of beginning public telecommunications services. Customer information obtained through the system may be used only for facilitating number transfers and cannot be shared without the TRA’s approval.

For every successfully transferred number, the receiving provider must pay RO1.5 to the TRA and another RO1.5 to the provider from which the number was transferred.

The regulation replaces the previous number portability rules issued under Decision 145/2008 and will take effect on the day following its publication in the Official Gazette.
