TRA seeks views on telecom licensing rules

MUSCAT: Oman’s Telecommunications Regulatory Authority (TRA) has launched a public consultation on draft regulations governing licences and permits for telecommunications services, as it seeks to strengthen oversight of the sector and improve the business environment.
The consultation invites telecom operators, service providers and other stakeholders to submit comments on the proposed framework before the regulations are finalised.
The draft rules are designed to establish a clearer regulatory framework for companies and individuals providing telecommunications-related services, reflecting the sector's rapid technological development and evolving operational requirements.
The proposed regulations cover permits for a broad range of activities, including the installation and maintenance of telecommunications and information technology equipment, network construction and excavation works, supply and installation of telecom equipment, systems development, network management, last-mile connectivity services, consultancy, information security and marketing services.
The framework groups permits into four categories covering manufacturing, systems integration and development, passive infrastructure services and professional support services.
The draft also outlines procedures covering permit applications, approval timelines, validity periods, renewals, amendments and cancellations to improve transparency and simplify regulatory processes.
Companies would also be required to disclose ownership changes and comply with regulatory requirements aimed at ensuring service continuity and operational sustainability.
The proposed regulations strengthen governance by requiring licensed entities to comply with information security and cybersecurity standards, safeguard customer data and award work only to authorised companies.
The framework also includes measures to support small and medium-sized enterprises by allocating a minimum share of contract values to SMEs, promoting local content and encouraging workforce training and skills development.
The TRA said the consultation forms part of its efforts to balance regulatory oversight with investment promotion while improving service quality and supporting Oman’s digital transformation agenda. — ONA
