State Council’s third ordinary session wraps up today

MUSCAT: In accordance with the Royal Orders of His Majesty Sultan Haitham bin Tarik, the State Council will conclude its third ordinary session of the eighth term on Sunday.
Khalid bin Ahmed al Saadi, Secretary-General of the State Council, said that the State Council held 10 plenary sessions during which it discussed 23 topics. These included the draft Eleventh Five-Year Development Plan (2026-2030), the draft State Budget for the fiscal year 2026, 13 draft laws referred by the Council of Ministers, and eight studies addressing a number of economic, social, educational, technological, and administrative issues.
He stressed that the State Council accorded particular attention to discussing the draft Eleventh Five-Year Development Plan and the draft State Budget for the fiscal year 2026, both of which had been studied by the Enhanced Economic and Financial Committee, following which they were discussed in the plenary session and submitted to the Council of Ministers.
Al Saadi added that the council considered 13 draft laws referred by the Council of Ministers, including projects in the legal, economic, social, and technological fields. The council also held two joint sessions with Majlis Ash’shura during which it discussed 12 draft laws, as part of completing the legislative procedures for draft laws on which the two councils disagreed.
He noted that the council continued providing studies related to development plans, completing eight studies which were submitted to the Council of Ministers. He noted that the council’s office witnessed intensive institutional activity, including holding six meetings during which 63 topics were discussed and 52 decisions were made. The office also organised eight meetings to address topics referred from committees, government responses, and reports related to external participations.
Al Saadi said that the State Council’s standing committees held 44 main meetings and 88 sub-meetings, while ad hoc committees held 20 main meetings and seven sub-meetings. The committees also hosted 51 meetings with representatives of government agencies, private sector institutions, experts, and specialists to support the studies and topics under consideration. — ONA
