34 years of relations between Ukraine and Oman

Diplomatic relations between Ukraine and the Sultanate of Oman were established on May 19, 1992, laying the foundation for the gradual development of cooperation between the two states that, while geographically distant, are united by a shared interest in maintaining a stable political dialogue and expanding cooperation across various fields.
The early years of bilateral relations were focused on establishing fundamental diplomatic contacts and launching political dialogue.
An important milestone was the official visit of the Prime Minister of Ukraine, Leonid Kuchma, to the Sultanate of Oman in April 1993, which laid a practical foundation for further high-level engagement. Subsequently, in January 2002, the Minister of Foreign Affairs of Ukraine, Anatolii Zlenko, paid a visit that reaffirmed the mutual interest in advancing political dialogue.
In the following years, cooperation gradually expanded beyond the political dimension to include humanitarian engagement. In January 2010, a Ukrainian delegation visited Salalah to meet the crew of the vessel ‘Faina,’ who had been released from pirate captivity. In February of the same year, a delegation from Oman visited Ukraine to participate in the inauguration events of the President of Ukraine, underscoring the mutual interest in maintaining political
dialogue.
International cooperation has also played an important role in the development of bilateral relations. The Sultanate of Oman has repeatedly supported Ukrainian initiatives within the United Nations, including Ukraine’s candidacy for a non-permanent seat on the UN Security Council for 2016-2017. Oman’s contribution to humanitarian efforts is also noteworthy, particularly its assistance in the evacuation of Ukrainian citizens from Yemen during the armed conflict.
The gradual development of institutional cooperation was complemented by consular mechanisms: in 2008, the Government of Oman approved the appointment of an Honorary Consul of Ukraine in Oman, which became an important step in supporting citizens and strengthening bilateral contacts.
A new phase of intensified dialogue began in 2019, when the first round of bilateral consultations between the foreign ministries took place in Muscat. In the following years, the parties maintained regular contacts at the level of ministries of foreign affairs, including telephone conversations and meetings on international platforms.
Bilateral relations gained particular momentum in the 2020s. In December 2021, a working visit of the Deputy Minister of Foreign Affairs of Ukraine to Oman took place, while in 2022-2023, contacts continued at the level of special representatives and diplomatic missions. In May 2023, a Special Envoy of the Sultanate of Oman visited Ukraine, further underscoring the mutual interest in strengthening political dialogue.
A significant milestone in bilateral relations was the opening of the Embassy of Ukraine in the Sultanate of Oman. The official inauguration ceremony took place on October 23, 2024, with the participation of the Minister of Foreign Affairs of Ukraine, Andrii Sybiha. This step significantly strengthened Ukraine’s diplomatic presence in the region and created new opportunities for expanding cooperation.
Further consolidation of diplomatic engagement occurred on August 24, 2025, when the Ambassador of Ukraine to the Sultanate of Oman, Olga Selykh, officially commenced her duties. This marked an important stage in establishing a systematic diplomatic presence and expanding practical cooperation between the two countries.
During the first eight months of her tenure, Ambassador Olga Selykh conducted intensive and effective diplomatic activities that laid a solid foundation for building a long-term strategic partnership between Ukraine and Oman. A series of high-level meetings were held - ranging from His Majesty Sultan Haitham bin Tarik to key members of the government, heads of major state institutions, financial structures, and representatives of the business community.
As a result of these engagements, structured and practically oriented areas of cooperation were launched in sectors such as healthcare, education, energy, tourism, digital transformation, and culture. These directions are shaping a new quality of bilateral relations, opening real opportunities for investment, technological exchange, human capital development, and expanded economic interaction.
At the same time, active economic, cultural, and public diplomacy has already demonstrated tangible and systemic results. A key element of this process has been high-level cultural initiatives at the National Museum of Oman, which has become a central platform for Ukrainian cultural presence in Oman and a space for meaningful humanitarian dialogue. Through the combination of museum projects, artistic events and cultural programmes, a bridge has been built between the two countries, significantly strengthening mutual understanding and trust. In this context, a large-scale Ukrainian-Omani business forum was also held, bringing together business representatives from both countries and creating a platform for practical economic cooperation.
These achievements not only deepen mutual understanding between the peoples, but also shape a strong image of Ukraine as a reliable, predictable, and strategic partner. They mark the beginning of systematic, long-term, and ambitious work aimed at further strengthening bilateral relations and achieving new shared results.
During this period, contacts between the Ministers of Foreign Affairs of Ukraine and the Sultanate of Oman intensified, including telephone conversations, bilateral meetings within the UN framework, and engagement at international security platforms. In 2026, the dialogue continued through both negotiations and participation in high-level international events, confirming the sustainability of political interaction.
Cooperation in the field of digital transformation is gaining particular momentum. Ukraine’s globally recognised IT sector is actively engaging with Omani partners in cybersecurity, e-government, and digital infrastructure. In 2026, the strategic focus of cooperation has shifted towards the concept of ‘digital sovereignty,’ aimed at strengthening the security, autonomy, and resilience of Oman’s national digital systems. Ukraine’s experience in cyber defence and critical infrastructure management is becoming an important foundation for the development of Oman’s modern digital ecosystem.
This cooperation between Ukraine and the Sultanate of Oman is acquiring a comprehensive strategic character, combining economic development, technological interaction, and cultural diplomacy into a unified architecture of partnership with strong potential for sustainable growth.
Humanitarian initiatives also hold a special place in the current stage of cooperation. In January 2025, with the mediation of the Sultanate of Oman, three Ukrainian sailors from the vessel ‘Galaxy Leader’ were successfully released from captivity, demonstrating an important example of effective international mediation and solidarity.
Current developments in the Middle East once again confirm that the region remains one of the key centres of modern geopolitical dynamics. Periodic escalations affect not only regional security but also global economic and energy processes. The Middle East is a space where the interests of many states intersect, and any changes have wide international implications.
It is precisely restraint and a commitment to stability that shape Oman’s unique role in the region. At a time when many states are forced to balance between competing geopolitical poles, Oman demonstrates predictability, internal harmony, and a responsible approach to international relations, creating favourable conditions for long-term partnerships based on trust.
Developments in the Gulf region once again confirm a fundamental reality of the modern world: security in one region is inseparably linked to security in another. Rising tensions in areas through which key trade and energy routes pass inevitably affect the global balance of power, resource distribution, and foreign policy priorities of leading states.
Today, Ukraine-Oman relations are in a phase of gradual yet confident development. Despite geographical distance and different political contexts, both countries demonstrate a consistent interest in deepening dialogue, expanding economic cooperation, strengthening humanitarian ties, and active engagement on the international stage. This partnership is increasingly acquiring strategic characteristics - based on mutual respect, trust, and a shared vision of a stable future.
With confidence in the effectiveness of this path and a shared commitment to achieving common goals, Ukraine and the Sultanate of Oman continue to build relations that have the potential to become a model of mature and long-term international partnership.
