AI is creating new opportunities worldwide, but in Oman, AI is being developed collaboratively alongside civic leadership and Oman’s long-term national vision. Instead of viewing AI simply as a technological tool, Oman has subsumed it into a wider structure of governance, social and economic frameworks. This integrated, divergent approach, which is a hallmark of Oman Vision 2040, shows how civic leadership can cultivate integrated prosperity and shape the futures of an entire region.
Oman’s transformation is centred on an astute decision to eliminate its dependency on oil and pursue a varied and knowledge-driven economy. At the centre of Oman Vision 2040 is innovative thinking, creating value through human capital, and the digital transformation that foster economic growth. With Vision 2040, AI is not an independent industry, but rather the centrepiece of cross-disciplinary collaboration within education, governance and industry.

Civic leaders have fought for AI and the economy to improve the daily lives of the citizens and provide services to improve the quality of life.

The intent to build digital transformation units across the governorates demonstrates a commitment to balanced growth, ensuring that the advantages of Artificial Intelligence (AI) are not only available to the metropolitan areas. In the interest of sustaining other regional communities, such development is critical as it decreases the gap between the regional communities and the capital and other metropolitan areas, while also strengthening and providing self-sufficiency to the regional communities.
Oman’s case provides important insights for other countries. Firstly, an AI system is best adopted when there is a clear and well-defined framework for the country’s national vision. Secondly, the civic, visionary, and selfless leadership is fundamental to constructing the ecosystem through the right policies, interventions and laws. Lastly, it is worth noting that the convergence of the technology and the society during the AI era is equally important as the technology apart from the other socio-economic developments.
