Justice Ministry announces changes to organisational structure

Muscat: Dr Abdullah bin Mohammed bin Said Al Saeedi, Minister of Justice and Legal Affairs, has issued Ministerial Decision No. 187/2025 approving amendments to the organisational structure of the Ministry of Justice and Legal Affairs.
According to the decision, the “General Directorate for Public Planning” has been introduced as a replacement for the “General Directorate for Institutional Planning” within the ministry’s structure. This amendment aligns with the legal provisions governing the state’s administrative apparatus as outlined in Royal Decree No. 75/2020.
The ministry highlighted the importance of the new directorate, noting that its core responsibilities include strategic and operational planning, developing and analysing data and statistics, monitoring performance indicators, assessing risks, and supporting institutional development. The directorate will also play a key role in enhancing organisational efficiency, ensuring alignment with Oman Vision 2040, and strengthening governance frameworks to improve productivity and programme outcomes.
The amendment aims to support the ministry’s efforts to modernise planning systems, elevate institutional performance, and improve service efficiency across various departments.
The decision also assigns the General Directorate for Legal Affairs the responsibility of overseeing the preparation of official gazettes, reviewing and organising the processes of printing and publishing, and ensuring the accuracy of legal texts. It will also maintain coordination between entities involved in drafting and reviewing legislation.
The Ministry of Justice and Legal Affairs stated that the structural update reflects its commitment to enhancing its organisational capabilities, strengthening administrative performance, and supporting the ministry’s mandate under the relevant royal decrees.
