Ejada Matrix as a tool to boost employee performance

MUSCAT: The Ministry of Labour continues to modernise human resource management across the public sector through the launch of the Ejada Matrix. The initiative forms part of the national Ejada programme and represents a major step forward in building a results-oriented, high-performing government workforce in line with Oman Vision 2040.
According to Imaan bint Hamood al Nadabiyah, a member of the central project team for Ejada Matrix, the new framework introduces a scientific approach that evaluates both employees’ performance and their potential.
It moves beyond traditional administrative assessments to become a development-oriented system, offering a full picture of each employee’s capabilities through measurable data.
Al Nadabi explained that the system integrates key components such as actual job performance, competency assessment, and psychometric analysis. This allows for a more holistic understanding of employees’ strengths and areas for improvement, ensuring fairness in the evaluation process.
The Ejada Matrix evaluates each employee from two core dimensions: performance and potential. Performance is assessed through clearly defined goals agreed upon between the employee and the line manager, while potential is measured through advanced digital tools that present real-life scenarios to gauge decision-making and problem-solving skills — all without human interference in scoring. Fairness and transparency are key pillars of the Ejada Matrix.
Al Nadabi noted that the methodology is built on independent digital analytics rather than subjective judgement. To ensure effective implementation, the Ministry of Labour has organised training and orientation sessions for leaders and HR professionals across government entities, equipping them with the tools and understanding needed to apply the system effectively.
Al Nadabi emphasised that the success of Ejada Matrix depends on employees’ readiness to embrace change and their awareness of the system’s value. The initiative, she said, is an opportunity for every public servant to understand their professional identity, refine their skills, and identify the best pathway for career growth.
The overarching goal is to embed a performance culture rooted in efficiency, transparency, and excellence across all government institutions. To build momentum and encourage participation, the ministry has launched a comprehensive media and awareness plan to promote understanding of the project’s benefits and foster a shared culture of performance improvement.
